JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for an experienced and energetic Engineering Project Manager to join the Cyber, Modeling and Simulation Division of the Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at Penn State.

The role requires an extremely organized individual who displays a high level of professionalism and the ability to perform a wide variety of project management functions in a demanding and exciting team-oriented environment. The successful candidate will have a strong background in engineering program management, technical working group support, technical writing, and providing direct programmatic and technical support to government customers.

You will:

  • Interact regularly with project sponsors, stakeholders, and the API project teams.
  • Conduct project management activities such as communicating with principle investigators, resource managers, project engineers and researchers, in order to track project cost and schedule milestones, maintain quality assurance processes, and keep the focus on delivering project commitments
  • Facilitate and lead the creation of task/project budgets, work breakdowns, rough order estimates, task prioritization, and integration plans with Principal Investigators and program managers
  • Facilitate and lead aspects of subcontract management including monitoring current subcontractor expenditures, reporting, invoicing, and CDRL delivery, coordinate documentation preparation related to new subcontracts and subcontractor facility/equipment needs, and coordinate and schedule, subcontractor review meetings
  • Institute effective project specific processes and procedures
  • Assuming the role of Scrum Master for a multi-disciplined engineering team executing projects using AGILE execution process including maintenance and update of artifacts in support of the team's AGILE execution process
  • Coordinating and refining executive-level briefings and white papers
  • Prepare reports and other associated project and/or program documentation
  • Purchasing and inventory initiation, coordination, monitoring and tracking related to project and team equipment, software, and licenses
  • Assist in the proposal submission process in support of new business capture
  • Coordination of new hire searches and evaluations

Selected candidate will work within an agile development environment with developers, scrum master and product owners to define and deliver quality research solutions in both unclassified and classified environments. The selected candidate will interact with other PSU/ARL staff and sponsors, spending a majority of time working in a classified environment located either in State College, PA or Reston, VA.

This position can be filled at multiple levels depending upon the successful candidate's education, and experience. Minimally requires a Bachelor's degree and 1 year related experience, or an equivalent combination of education and experience. Additional experience and/or education and competencies are required for higher level jobs.

Additional responsibilities of higher level positions include:

  • Development of new or refined project specific processes and procedures
  • Train others on technical developments in the industry concerning relevant API related research and Agile Development trends
  • Development of white papers, technical proposals, and/or executive level briefings

Required skills/knowledge include:

  • Proven program management and technical skills, as well as organizational acumen
  • Training or experience with Agile development methodologies to include Scrum Master training
  • Experience extracting, aggregating and analyzing financial reports from business software applications
  • Excellent proven organizational, leadership, and management skills, as evidenced by previous positions and accomplishments
  • Personal characteristics of high energy and integrity, capability to work and communicate with others, ability to solve problems, sound judgment, and a commitment to diversity
  • Strong interpersonal skills as demonstrated by team building and key personnel development
  • Excellent presentation skills for effective written and oral communication

Preferred skills/knowledge include:

  • Candidates holding or in process for a TS/SCI clearance will be given preference.

**The proposed salary range may be impacted by geographic differential.**

The salary range for this position, including all possible grades is:

$76,700.00 - $129,500.00
