West Virginia University Facilities & Services is currently accepting applications for a Manager Physical Plant I.

About the Opportunity

Under the general direction of the Manager Maintenance Support, maintains a comprehensive key and lock program that ensures a safe and secure learning environment throughout West Virginia University facilities, including academic, administration and research facilities. Supervises and schedules personnel and programs designed to control preventive and planned maintenance, Key Shop and 24/7/365 Emergency Maintenance shift coverage. Provide guidance, instruction and specifications in lock selection, application installation, maintenance and record keeping. Acts as Facilities Management Maintenance liaison with the WVU community. Supervise the Facilities Management Preventive Maintenance program and Emergency Maintenance after hours staffing.

What you'll do:



  • Responsible for leadership role in the craft and skill of locksmithing. Functions and coordinates, and lead peers. Recognizes, interprets, and maintains all levels of keying systems so that top level security is always maintained, making a more efficient and convenient working system (i.e., examples are great, great, grand master systems whether in standard pinning or electronic).
  • Responsible for supervision, coordination, scheduling and oversite of the WVU campus Preventive Maintenance program.
  • Responsible for the supervision, assignment of personnel and scheduling of shift maintenance for 24/7/365 campus coverage.
  • Functions as a team leader, providing guidance to journeymen, trades workers, and any other support personnel as required. Delegates work assignments to those individuals assigned to the team to ensure work is completed in a timely fashion ensuring proper quality and quantity. Inspects completed work assignments of journeymen craft worker, trade workers, and helpers to ensure quality control. Ensures the proper safety procedures are used while performing job assignments. Supervises multi-craft projects related to overall work assignments.
  • Advises and consults with outside key and security vendors, architects, and contractors regarding specifications of types of locks and hardware needed for specific applications.
  • Serves as a consultant and works with university project managers for keying, hardware, safe and electronic hardware. Determines and recommends to the supervisor the needs of the project regarding crew size, types of crafts, material availability, equipment, document processing, safety checks, and material flow to maintain schedule.
  • Works with WVU ADA Office and University Administration to ensure compliance with Americans with Disabilities Act. Maintains knowledge of State, Federal and Local Codes and requirements pertaining to maintenance and construction.
  • Complete detailed cost estimates and drawings as required. Assists in the detailed design of projects as assigned.
  • Assist in the administration of the payroll system by monitoring data accuracy and approving leave and timecards.
  • Preparation of multiple weekly status reports and associated meetings. Communicates work schedules and goals to employees and customers. Fills in for Operation Manager.
  • Provides complete written records of keying systems for all buildings maintained by WVU Physical Plant.
  • Provides counsel and advise to other off-sight WVU institutions regarding locksmithing, hardware, and security needs.
  • Works wi1h building supervisors and key control supervisors in design, implementation, and day-to-day operation of key and lock systems.
  • Responds to emergency situations by repairing or replacing damaged door locks, safe locks, file cabinets, and key identification. Document key codes.
  • Respond to emergency during off hours.
  • May be required to perform general maintenance duties either in relation to normal Trade Specialist responsibilities or assisting other trades such as, but not limited to, low level electrical connections, lighting, sheet metal fabrication, painting, carpentry, plumbing, millwright work, etc.
  • May be required to move, load, and carry all materials and equipment necessary to complete all phases of assigned maintenance and construction projects. May be required to assist in the effort of moving any existing conditions which interfere with the flow of the project. When project is completed, work site must be left in a clean and orderly fashion.

Qualifications

Education



  • Associate degree or equivalent combination of education and experience. Management/Supervision and Lock/Keying systems experience preferred.


Knowledge, Skills, & Abilities



  • A minimum of four (4) years experience in Facilities Management focusing on supervision of general facilities repair, locksmithing and key management, mechanical maintenance, commercial HVAC, plumbing, electrical and Preventive Maintenance.
  • Computer, mechanical, electronics, electrical and carpentry.
  • Working knowledge of master keying and all types of locking and door hardware.
  • Knowledge of lock systems, lock hardware, and key types.
  • Knowledge of specifications and codes for safety, fire, and disability issues.
  • Ability to evaluate and assess key systems appropriate for a specific needs.
  • Demonstrated ability to operate a personal computer for data input.
  • Ability to communicate both orally and in writing.
  • Ability to organize workflow to ensure all tasks are completed in a timely manner.
  • Ability to identify key blanks and hardware.
  • Knowledge in keying and pinning systems.
  • Knowledge of operations of locksmith tools.
  • All levels of door hardware repair.
  • Knowledge of building systems.
  • Demonstrates strong scheduling and planning skills.
  • Ability to troubleshoot and analyze complex system indications and formulate corrective actions based on analysis.
  • Ability to function in highly stressful situations.
  • Knowledge of HVAC mechanical, plumbing and electrical maintenance and systems integration regarding daily operations, preventive maintenance, repairs, alterations and renovations.
  • Ability to maintain operations within a defined budget.
  • Ability to manage a team comprised of multiple skilled trades to complete assignments, tasks and repairs on schedule.
  • Ability to function with minimal supervision/direction and lead by example.
  • Knowledge of materials, methods, tools, equipment, occupational hazards, and safety precautions of the building maintenance trades.
  • Ability to understand, interpret, and carry out policies and procedures as outlined in the WVU and Facilities Management Maintenance policies and procedures and all Environmental Health and Safety standards.
  • Must have good communication skills, utilizing written and oral interaction.
