About the Enterprise Innovation Institute at Georgia Institute of Technology

The Enterprise Innovation Institute (Ei2) is Georgia Tech's economic development arm, comprised of more than a dozen programs. It's the largest and most comprehensive university-based program of its kind in the United States. Its core focus areas include entrepreneurship and startup development, business and industry growth, ecosystem development, and international outreach.

GT APEX Accelerator Department

The GT APEX Accelerator is an organization affiliated with the Department of Defense (DOD) Office of Small Business Programs. It operates as a member program of the Enterprise Innovation Institute (EI), Georgia Tech's economic development arm. The GT APEX Accelerator assists Georgia-based businesses get procurement-ready so that they can identify, compete for, and win government contracts at no cost to them. Job Summary

The Procurement Counselor, part of the GT APEX Accelerator unit within the Georgia Tech Enterprise Innovation Institute (EI2), offers training and counseling to Georgia businesses on identifying and pursuing contracting opportunities with the defense industrial base, other government agencies and prime contractors. Services include guidance on submitting bids and proposals, billing, and executing contracted work. This role involves regular interaction with business representatives and government officials at local, state, and federal levels, providing advice and counsel to business owners and managers. The location for this role will be in Warner Robins.

Hybrid Working

This position is hybrid: remote and onsite. Incumbent must reside in Georgia. The structure is mostly remote with some in-office requirements (on Georgia Tech campus). The primary office location in the Warner Robins area however, incumbent in this position may be expected to travel state-wide and remain flexible to on-site daily service delivery hours (due to client schedules and/or project requirements).

Responsibilities

Major Responsibilities:

  • Conduct training and counseling sessions with business clients in ways to qualify for government contracts, researching potential opportunities, pricing, small business assistance certifications, securing registrations, contract performance and pre-audit assistance, cyber security attestations and certifications, and more.
  • Document training/counseling activities in our electronic customer reporting system (CRM), enrolling new clients, maintaining client profiles, and setting up Client Bid Match systems.
  • Assist clients in researching potential contracting opportunities.
  • Assist clients navigate government databases to learn about acquisition policies and procedures, agencies, acquisition forecasts, and explain how to do business with government agencies and prime contractors.
  • Promote use of GT APEX Accelerator services through business development and networking efforts including hosting or co-hosting business outreach events, serving as government acquisition subject matter experts on panels, business and at business events as guest speaker.
  • Perform other related duties as assigned.
Required Qualifications

This position vacancy is an open rank announcement. Extension Professional I

  • A Bachelor's degree in Public Policy, Business Management, Accounting/Finance or a related field

Extension Professional II

  • A Master's degree in Public Policy, Business Management, Accounting/Finance or a related field and three (3) years of relevant full-time experience after completion of that degree, or
  • A Master's degree in Public Policy, Business Management, Accounting/Finance or a related field and five (5) years of relevant full-time experience after completion of a bachelor's degree, or
  • A Doctoral degree in Public Policy, Business Management, Accounting/Finance or a related field
Preferred Qualifications

Preferred Work Experience: Five to seven years of job-related experience.

Preferred Applicant Background: This position requires an advanced working knowledge of government rules and regulations related to procurement. This position requires skills in written and verbal communication (public speaking and formal presentation/training). Incumbent must demonstrate skills in problem-solving, time management, contract management, and formal proposal development.

Preferred Education: Certification by the Association of Procurement Technical Assistance Centers, National Contract Management Association, and/or National Institute for Governmental Purchasing.

Travel: The primary office location can/may be in the Warner Robins area however, incumbent in this position may be expected to travel state-wide and remain flexible to on-site daily service delivery hours (due to client schedules and/or project requirements).

Proposed Salary

This position will pay $80,000 annually.
