Primary Purpose of Organizational Unit
The Engineering Services Department (ES) within Facilities Services provides engineering services to the UNC Chapel Hill campus, a highly complex campus with a large number and variety of buildings and structures. ES provides engineering expertise for all engineering facets for the campus. ES is responsible for project development for all University Engineering led projects including repair, renovation and new construction; management of capital budgets and administration of design contracts associated with these projects. In addition, ES is responsible for development of high functioning campus engineering design standards, design of engineered systems, inspection of all projects implemented within campus buildings, engineering support of Building Services personnel, leads energy management and water conservation efforts, and building commissioning services.
Position Summary
A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN 12 MONTHS OF HIRE:
$3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12 MONTHS AFTER HIRE DATE.


The Senior Mechanical Engineer provides mechanical and plumbing engineering services for highly specialized and advanced level mechanical and plumbing building systems. The position will be responsible and accountable for management, leadership, planning, prioritization, decision making, monitoring and oversite of engineering-led programs including Biosafety Laboratories Level 3 (BSL3), the campus Department of Comparative Medicine ( DCM) animal holding facilities (vivaria), radio-chemistry facilities, and specialized laboratories including tissue culture, clean-rooms, and rooms housing specialized lab equipment. The position will manage advanced-level, engineering-lead capital improvement projects related to the managed programs. The position will serve as owner's technical expert and equal partner for capital improvement projects related to the assigned programs and up to and exceeding $100M in total project cost including plan review and ongoing engineering responsibilities for the assigned programs through all phases of Design and Construction (D&C) projects including scope development, funding, design, construction, warranty and future operations of built systems related to the managed programs. The position will collaborate with professionals, facility managers and leadership throughout campus including UNC Environmental Health and Safety ( EHS), UNC Energy Services (ES), Facilities Services (FS) and campus planning offices and professionals outside UNC including senior level consulting engineers, architects, local and State Authorities Having Jurisdiction (AHJ's) and certification agency. The position will provide engineering leadership and oversite for journey and contributing level engineers and trades staff including the review of their work to assure campus standards are followed.
Minimum Education and Experience Requirements
Bachelor's degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Within the assigned engineering program, the candidate must possess advanced-level knowledge and experience related to: 1) Complex Mechanical and Plumbing building systems. 2) Professional engineering theory, techniques, practices, procedures, and ethics. 3) Building codes and professional standards. 4) Engineering design. 5) Federal, State and local government processes, regulations, and laws related to design, renovation, construction, and operations of buildings and complex facilities. Within the assigned engineering program and at an advanced level, the candidate must have the ability to: 1) Represent the University as a subject matter expert in the assigned engineering program. 2) Interpret complex plans and specifications. 3) Review plans and specifications for building system designs. 4) Plan, prioritize, make final recommendations, and provide technical directions to engineers and technical professionals of all levels. 3) Provide approval for complex engineering designs and engineering decisions. 4) Author and approve University engineering design guidelines and lead design guideline committees. 5) Manage complex programs and projects. The candidate must possess: 1) Strong interpersonal communication, including written and verbal, and leadership skills. 2) North Carolina Registered Professional Engineer. 3) A valid NC driver's license or the ability to obtain one prior to starting date.
Preferred Qualifications, Competencies, and Experience
Advanced-level mechanical and plumbing engineering design and operations experience with high containment labs, animal holding facilities, high rise laboratories and/or specialty laboratories. Experience with the design and operation of facilities and spaces where safety risks and regulatory oversight are high. Seven years minimum progressive mechanical and plumbing engineering experience related to Building Systems. Seven years minimum engineering project management experience. Substantial knowledge and experience with: American Society of Heating, Refrigerating, and Air-Conditioning Engineers ( ASHRAE) - 90.1-Energy Code; ASHRAE 62.1 Ventilation Code; NC Mechanical and Plumbing Codes; American National Standards Institute ( ANSI) Z9.5 - Lab Ventilation Standards; National Fire Protection Association; NFPA - 99 Health Care Facilities Code; Association for Assessment and Accreditation of Laboratory Animal Care ( AAALAC) HVAC Standards; ANSI Z9.14 - Biosafety Level III Lab Testing Requirements; Center for Disease Controls ( CDC) - Select Agent Requirements; CDC - Biosafety in Microbiological and Biomedical Laboratories ( BMBL) relevant standards; National Institute of Health - Design Requirements Manual ( NIH DRM); NC State Construction Office Construction Manual; North Carolina and UNC System policies, regulations, procedures and guidelines.
Special Physical/Mental Requirements
Ascend/descend stairs in campus buildings, mechanical rooms, and roofs.

**ELIGIBILITY FOR SIGN-ON BONUS

A newly hired permanent full time or permanent part-time (more than 20 hours a week) employee are eligible for a sign-on bonus (this will be prorated for employees working more than 20 hours and less than 40 hours per week).
