OPEN RECRUITMENT Executive Service Position (This position serves at the pleasure of the Appointing Authority.) The Maryland Department of Transportation, The Secretary's Office (MDOT TSO) is seeking to hire a highly skilled leader to serve as our next Equal Employment Opportunity Manager (DOT Executive IV). This senior-level management position is responsible for managing, implementing, and overseeing policy development for MDOT's Equal Employment Opportunity Office, Title VI, Governor's Code of Fair Employment Practices, Americans with Disabilities Act (ADA), Sexual Harassment, and Workplace Bullying programs. As EEO Manager and key member of our team, you will be tasked with providing policy direction to the entire department in the areas of all civil rights and diversity efforts, such as, affirmative action, equal opportunity, and diversity and compliance; providing policy guidance and oversight for the modes in the aforementioned areas; determining and developing policies, procedures, and programs; overseeing the process for discrimination complaints and investigation; serving as a liaison in all matters related to fair practices; and communicating with other state and federal agencies, union officials, contractors, community groups, and special interest groups on related matters. In this dynamic role, you will be responsible for:
- Directing the development, implementation, monitoring, and evaluation of MDOT's Annual Affirmative Action Plan and Equal Employment Opportunity program, which provides for investigation and resolutions for alleged acts of job discrimination and sexual harassment.
- Conducting complex EEO investigations and managing ADA compliance. Developing and implementing policies and procedures for MDOT's EEO and ADA Program along with tracking system.
- Partnering with management and Human Resources to provide consultation regarding Affirmative Action Plan, EEO/Title VII/ ADA, and other employment related issues.
- Providing assistance and training to the civil rights/fair practices/compliance program staff located in the 6 modes, which consists of training and direction in Equal Employment Opportunity Program, and ADA.
- Making recommendations on decisions as to the disposition of cases and providing direction as to alternative courses of action to be taken on the implementation of civil rights, EEO compliance.
- Overseeing annual Title VI reviews of cities, counties, consultants, contractors, suppliers, universities, and other recipients of federal-aid highway funds
- Directing staff in the implementation and monitoring of MDOT's Title VI and Environmental Justice programs (in coordination with the MDOT TSO Office of Environment) by establishing procedures for identifying and addressing Title VI issues in the special emphasis areas of planning, project development, and research
- Developing, implementing, and monitoring procedures for the collection of statistical data (i.e., race, color, sex, and national origin) of participants and beneficiaries of MDOT programs
- Identifying and addressing areas of opportunity to promote diversity, equity, and inclusion and coordinating the development and implementation of effective programs and initiatives designed to enhance DEIB.
- Reviewing and approving human resources recruitment and selection documents and processes as they relate to the EEO/AA programs
- Representing MDOT in matters involving its Civil Rights programs, which consists of coordinating and meeting with officials from the Federal Highway Administration, local city and county governments, contractors, and civic and special interest groups
- Consulting with the TSO Office of Attorney General in finalizing investigation reports and recommended findings to ensure accuracy and legal sufficiency. Coordinate the revision and updating of reports as needed.

PREFERRED QUALIFICATIONS: Education: Possession of a bachelor's degree from an accredited college or university. Experience: Seven (7) years of experience managing, developing, directing, or coordinating an equal employment opportunity program. Three (3) years of this experience should include experience implementing an equal opportunity program or equal access compliance program or ensuring adherence to fair practice standards, including proven experience in conducting and drafting complex EEO investigations from start to closure. Three (3) years of experience must have involved the supervision of other employees.
The ideal candidate will possess a SHRM-CP, SHRM-SCP, SPHR, and/or PHR certification.
