We are currently looking for a Fleet Operations Manager at our Houston, TX location, who craves a role encompassing a diverse range of responsibilities that will support their ongoing growth and development, spanning from day-to-day operations to exciting projects and initiatives.

This position will have regional responsibility for management of the transportation fleet at Mansfield Service Partners (MSP). MSP operates a fleet of approximately 200+ LTL, FTL, Vacuum, Box, Stakebed and pickup trucks used in the delivery of motor fuels, lubricants and environmental services with operations in Colorado, Minnesota, Ohio and Texas.

Primary Responsibilities

  • Procurement and maintenance of vehicles for the fleet - The fleet manager is responsible for ensuring that the company has the right number of vehicles, and that these vehicles work properly and safely. The fleet manager is responsible for managing preventive maintenance, repairs, procurement programs for all related items (tires, pumps, hoses, fittings, vendor selection for repairs including PMs, etc) and any facilities related to the operation of the fleet. The fleet manager alongside the Sr. Director of Fleet & Logistics Operations will be responsible for determining the specification of vehicles, whether to lease versus purchase vehicles, and the most cost effective mainentance program for all vehicles (ex. full service lease versus self managed, in house maintenance versus third party). The fleet manager will be responsible for tracking overall cost of ownership on each asset across MSP including fuel consumption, maintenance, major repairs, etc. MSP's fleet includes FTL, LTL, Box, Vacuum, Stakebed and pickup trucks.
  • Fleet department personnel management -The fleet manager will be responsible for instilling a safety first culture with all fleet management personell ensuring and work collaboratively with Business Units to develop effective safety training and onboarding tools for drivers. Operate in a manner that is consistent with safe operations and complies with safety rules, promoting clean and safe work conditions.
  • Registration, licensing and compliance of the fleet and drivers - The fleet manager is responsible for managing compliance with all regulations (Department of Transportation, FMCSA, etc) and all licensing and registration requirements (including annual inspections). The Fleet manager will promptly communicate any driver safety or compliance issues to Business Unit management and work collaboratively to resolve. The Fleet manager is also responsible for providing an effective emergency response program for the fleet.
  • Improving operational efficiency - Oversee and analyze fleet operations with the aim of improving processes and ultimately increasing the overall efficiency of the fleet.
  • Fleet Asset technology - The fleet manager will have oversight for all asset technologies including telematics, camera systems, inventory and maintenance software, SMARTruck. This will include assessing opportunities, determining vendor partners and implementation.
  • Local driver management- Manage and coordinate daily driver related issues to ensure loads are delivered timely. Manage driver incidents; including reporting, investigation, follow-up, and retraining and or corrective action.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide effective servant leadership and operate with a safety first culture each day.
  • Oversee procurement of all preventive/repair maintenance and parts across all locations and track costs for each asset
  • Develop clear strategy to achieve measurable and financial goals for the Fleet in each region.
    • Participate in budget process, analyze fleet spending by asset by region, and manage fleet spending within budgeted amounts
    • Develop and implement clear strategies for maximizing fleet productivity and safety
    • Interact with all relevant Mansfield Energy departments daily to maximize profitability and customer retention
  • Ensure that all internal policies and government safety and regulatory standards are met
  • Develop contingency plans for weather events and supply shortages
  • Participate in the negotiation and closing of major new contracts with vendors in the supply chain
  • Assist in the development safety, profitability, productivity improvement, and revenue targets that will be supported by the operations of MSP
  • Assist in the development of performance plans to achieve goals and implement corrective actions when necessary within teams
  • Strong mechanical knowledge of major truck brands (Kenworth, Freightliner, International, and Peterbilt) tanker/truck components including PTO's, Pumping units, Heil and Polar trailers, as well as meters, calibration practices, weights and measures regulatory requirements
  • Utilize enterprise resource planning tools to input, manage, and analyze operational data to assist leadership in tactical and strategic decision making
  • Work with process improvement, change management, and quality improvement experts to improve operational efficiency and effectiveness
  • Develop Fleet operational employees for future opportunities and actively participate in performance management program for all fleet personnel (performance evaluations, etc)
  • Lead safety initiative by ensuring effective safety training is developed and delivered through regular (at least monthly) safety meetings.
  • Other duties as assigned
  • Must be willing and able to travel up to 50%

Physical and Environmental Conditions

The position is located in an office and outdoors environment frequently encounters dirt and dust, noise and vibration, fumes, odors and humidity. May be frequently exposed to mechanical, chemical and electrical hazards. This position also requires travel via vehicle and airplane. The employee is required to sit for long periods of time and occasionally stand, walk, use hands and fingers, handle or feel, reach with hands and arms, climb or balance, stoop, knee, crouch, talk and hear. The incumbent frequently lifts up to 25 lbs.

Minimum Education, Experience and Certification

  • Minimum ten (10) years of experience in Fleet operations and supply chain in the trucking industry
  • Five (5) or more years of leadership/management experience
  • Five (5) or more years Fleet management
  • Strong understanding of DOT compliance and FMCSA safety compliance required
  • Strong technical ability with respect to operations and the management of logistics
  • Strong mechanical ability with understanding of our fleet
  • Bachelor or Master's degree in business, operations, or supply chain preferred.

Knowledge, Skills, and Abilities

  • Must possess effective written and oral communication skills
  • Must have excellent interpersonal skills and problem-solving techniques and skills
