Position Overview:

The Technical Product Manager III focus is to streamline end-to-end technology approaches and delivery processes across four business verticals in alignment while providing subject matter expertise and hands-on delivery of data capture, curation, consumption of and delivery to data pipelines. This role coordinates between T&O departments to standardize information management products and data services to facilitate access to PBS's high-value data catalogue. This role will marshal a REST API onboarding program.

In all work, they use experience and judgment to solve problems, make informed decisions, forecast efficiency-based improvements, and take ownership of outcomes.

Key responsibilities will include, but are not limited to:

Product Definition

  • Defines, documents, and communicates products' nature and scope, vision, and value proposition in collaboration with stakeholder-solicited business cases balanced with business P&L, internal goals, and economic viability perspectives.

  • Defines and establishes KPIs associated with product, in collaboration with a highly complex stakeholder group.

Roadmap Management

  • Develops and maintains product strategy, vision and roadmap that aligns with the architecture and technology direction, consistent with enterprise priorities as agreed with product-line management.

  • Responsible for gathering, analyzing, and prioritizing key roadmap inputs, from product backlogs to steering group input.

  • Solicits information on organization's direction, goals and strategies to inform development of product strategy and to validate key technical decisions, findings and solutions.

  • Works with Product Line Manager and all levels of organization to facilitate IT investment decision making.

Discovery and Design

  • In collaboration with T&O technical internal teams, establish technologies, tools and processes that can move the organization towards Continuous Integration.

  • Leads deep architectural discussions to build confidence and ensure customer success when building new solutions and migrating existing data applications.

  • Promotes decisions and recommendations for product strategy that are clearly linked to organization business growth governed by a deep understanding of PBS financial and resource drivers.

  • Facilitates capability-oriented and emerging development technology selections.

  • Translates product strategy into agile stories and release schedules for prototype construction and final product development.

  • Structures REST API endpoints and microservices into correct models meaningful to consumers and IT.

  • Responsible for the efficient and systematic control of the creation, receipt, maintenance, use and disposition of high-value records, including processes for capturing and maintaining evidence of and information about business activities and transactions in the form of records.

Product Delivery

  • Facilitates software development and delivery processes for all IKM products and services across T&O technical internal teams in collaboration with IKM engineers, Infrastructure and Operations teams, and third tier user support.

  • Invest time to coach IKM engineers to refine their capabilities and close skill gaps.

  • Coordinate requirements across T&O technical internal teams in support of telemetry, performance, reliability, resilience, security and compliance.

  • Proactively addresses and resolves issues that arise among products and platforms in a way that balances product and organizational goals.

  • Supports planned and unplanned service outages and maintenance windows.

Requirements for success:

  • At least 7 years of relevant experience in information management.This includes at least 2 years of leadership experience.

  • Experience with product management and the product development life cycle within a technology organization.

  • Rest API definition, microservice definition, Data pipeline modelling and process modelling experience.

  • Bachelor's Information Science and Technology, Business Administration, Computer Science or a related discipline, or equivalent work experience. Master's degree preferred.

  • Certified Information Management (e.g., AIIM Certification).

  • Certification in product management or the product development life cycle r (e.g., Pragmatic Institute Certification)

Minimum skills required:

  • Practices SCRUM and design thinking. Experience with metadata management tools (Dataedo, Collibra, Informatica)

  • Working knowledge of data manipulation languages (SQL, JSON, XML)

  • Working knowledge of content management APIs (Wikipedia, IMDB, Tivo, Gracenote)

  • Working knowledge of search optimization SEO (Knowledge Panels)

  • Basic knowledge of Big Data platforms (Graph, Postgres, SOLR, Cassandra, Hive)

  • Ability to work effectively both as part of a team and independently, innovatively, and creatively

  • Strong organizational skills to achieve project goals while handling multiple, competing priorities on tight deadlines using project management skills

  • Verbal and written communication in the language of the target audience ensuring all ecosystem partners feel heard and are well-served by the product vision.

  • Serves as a subject matter expert in field(s), staying current in requisite skills and sharing new knowledge and practices with relevant team members
