GSE seeks a Mid-Level Controls Technician as part of Utility Monitoring and Control System (UMC) Support Services to provide a focused and coordinated effort for improvement in the resiliency & energy-efficient operation of facilities, equipment, and systems at US Army Garrison Fort Campbell, Kentucky. The Fort Campbell UMCS supports approximately 400 facilities totaling 10.2 million square feet. This position supports the operation of the existing Fort Campbell UMCS with overarching goals of improving resiliency, reducing greenhouse gas (GHG) emissions, reducing facility energy intensity, and increasing operational efficiency. As noted, this position is located on-site at Fort Campbell, KY (easily accessible from the Clarksville/Nashville, TN metro areas).

The successful candidate shall:




  • Provide subject matter expertise pertaining to the facility energy auditing with long range goals of improving resiliency, reducing greenhouse gas (GHG) emissions, reducing facility energy intensity, and increasing operational efficiency.
  • Provide subject matter expertise pertaining to the post-wide Building Automation System (BAS), with long range goals of making the Fort Campbell UMCS more effective, efficient, and cyber-secure. Support efforts to maintain the existing Risk Management Framework (RMF) Authority to Operate (ATO) for the Fort Campbell UMCS and Enterprise Energy Data Reporting System (EEDRS).
  • Support the operation of a manned UMCS command center. The UMCS command center will provide direct & interactive support of DPW craft workers in troubleshooting and remediating HVAC related work orders.
  • Support the facility auditing, re/retro commissioning, and controls project support tasks. The UMCS Support Specialist(s) performing this duty shall directly support DPW craft workers in the field on an as needed basis.
  • Maintain an accurate inventory of all facilities connected to the Fort Campbell UMCS as well as proactively monitoring buildings under control of the UMCS, identifying opportunities for improvement, making recommendations for corrective action, and verifying proper operation after corrective action is taken.



Duties and Responsibilities:




  • Assist with the installation of HVAC controls systems upgrades in buildings.
  • Troubleshoot HVAC controls-related issues.
  • Respond to "service call" like requests for HVAC controls-related issues from management.
  • Closely coordinate all activities with the COR/installation energy manager
  • Use spreadsheets, advanced meter data, utility billing databases, and expertise to identify and help correct anomalies in facility energy use
  • Develop and sustain an effective energy awareness, incentive, and suggestion program
  • Support utility demand reduction to maximize cost avoidance
  • Conduct recommissioning and retro-commissioning to meet Energy Act of 2020 requirements
  • Support the implementation of energy projects
  • Respond to installation specific requirements



Required Qualifications:




  • A minimum of 5 years' experience installing, operating, maintaining, and programming a Niagara Tridium based Facility Related Control Systems (FRCS)
  • Niagara 4 Technical Certification and at minimum building automation controller programming training from one of the following: Distech, Honeywell, Johnson Controls, Siemens, or Trane
  • A strong background in FRCS and HVAC systems.
  • Operational familiarity Ethernet networks and be cognizant of the current cybersecurity requirement.



General Qualifications:




  • Experience as an electrician a plus
  • Ability to effectively communicate thoughts, both in writing and orally.
  • Ability to work independently and proactively in achieving complex technical objectives.
  • Ability to work well with others in problem-solving situations.
  • Ability to develop and facilitate solutions by achieving consensus on complex or complicated technical issues.
  • Ability to work with Microsoft Programs such as Word, Excel, Access, Microsoft Project, and Power Point.
  • Self-motivated and being able to work independently
  • Ability to drive a vehicle, climb a step ladder, use common hand tools & test instruments, stand, and walk for an extended duration, work outdoors in a variety of temperatures and weather conditions, work in indoor mechanical rooms (both air conditioned and non-conditioned) in a variety of seasons and lift 35 pounds.
