We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid-, senior, and expert levels.

The Maternal and Newborn Health (MNH) Division of the Office of Maternal and Child Health and Nutrition (MCHN) within USAID's Bureau for Global Health (GH) provides technical leadership and supports strategic planning, innovative program design, and monitoring and evaluation in maternal, newborn, child, and environmental health programs globally and in USAID field Missions. The MNH Division plays a central role in technical leadership and management of USAID's efforts to prevent maternal and newborn deaths and other similar global commitments and initiatives.

B. Position Summary:

The Senior Supply Chain and Commodities Advisor will be assigned to the Maternal and Newborn Health (MNH) Division within USAID's Office of Maternal and Child Health and Nutrition (MCHN) in USAID's Bureau for Global Health (GH) as a PHI Institutional Support Contractor (ISC). The Senior Supply Chain and Commodities Advisor serves as subject matter expert for global health supply chain technical issues, in areas such as supply planning, forecasting, procurement, storage and distribution and inventory management, logistics management information systems (LMIS), health systems strengthening, budgeting and financial management, driving and analyzing supply chain performance, and program effectiveness. The Senior Supply Chain and Commodities Advisor will also provide expertise in MNH, specifically on the issues relevant to MNH commodities and supply chains. The Senior Supply Chain and Commodities Advisor provides technical leadership to Missions and USAID Headquarters on implementation of state-of-the-art approaches, analytics, and tools for global health MNH supply chain management issues.

Employment Type: Full Time

Full salary range for this position is $137,280 to $206,960 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.

C. Essential Duties and Responsibilities:

• Advise USAID and other USG agencies on matters of health commodity management and supply chains including procurement planning, commodity pipeline management, and commodity distribution; providing technical advice to resolve issues and ensure efficiency in the supply chain system, with a particular focus on MNH.
• Collaborate in designing, planning, implementing, monitoring, evaluating, coordinating, and reporting on health commodity management and supply chain activities, with a focus on MNH, to ensure they are efficiently and effectively implemented in a manner that achieves USAID objectives.
• Work closely and collaboratively with key stakeholders and develop strategic partnerships with other donors and partners to forge coordinated approaches to strengthen the supply chain system, offering technical guidance, with a focus on MNH, as needed and appropriate, and providing transparency and coordination for USAID support to the supply chain system and the supply chain information system.
• Initiate, provide, and anticipate needs for high-level technical assistance to the field on MCHN global health supply chain management issues.
• Collaborate with Missions to assess needs and perform actions required, identify issues and challenges, and provide approaches, solutions, and recommendations on MCHN global health supply chain management issues across the entire supply chain continuum.
• Work with the MCHN Analytics team to set key metrics to track progress and improve supply chain operations. Perform regular reviews of activity and program performance against metrics and adjust work to improve outcomes.
• Actively engage in internal Global Health technical practice and working groups and when appropriate engage in external technical practice, working groups and donor coordination groups.
• Support the design of new USAID projects that will work in the global health supply chain area, ensuring an appropriate MNCH component in the work.
• Follow innovations and emerging best practices in the field, e.g., via review of peer reviewed and gray-literature, webinars, conferences, etc., to ensure USAID's practices incorporate these.
• Travel internationally and/or domestically up to 25% of the time.
• Work at least 3 days per week in-person at Washington, DC office.
• Perform other duties as assigned.

D. Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications:

• Master's degree and 10 years of relevant experience, Bachelor's degree and 12 years of relevant experience, Associate's degree and 14 years of relevant experience, or High School Diploma and 16 years of relevant experience.
• US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.

Other Qualifications:

• Proven experience in global health commodity or other relevant supply chain management, with expertise in the area of MNCH.
• In-depth professional-level knowledge and proven experience in global health, MNCH or other relevant supply chain management, especially as they relate to activities in developing countries, resource challenged settings, and/or complex environments.
• High level of judgment, maturity, ingenuity, and originality to develop strategies, and to analyze, develop, monitor, and evaluate program implementation.
• Ability to work effectively with a broad range of USG personnel, other donors, partners and Ministry of Health representatives.
• Excellent interpersonal and diplomacy skills and experience in working effectively in an independent capacity and as a member of a team.
• Excellent verbal and written communications skills with proven ability to effectively communicate complex material to diverse audiences with varying levels of supply chain knowledge.
• Ability to travel internationally and/or domestically up to 25% of the time.
• Work at least 3 days per week in-person at Washington, DC office.
