Modern Technology Solutions, Inc. (MTSI) is seeking a junior Program Control Specialist to join our team in our Huntsville, AL location (Hybrid work opportunity), with required travel periodically. You will provide project control on several of our National Security Division (NSD's) largest prime contracts by assisting the Project Manager in maintaining solid financial execution of assigned projects while enabling the PM to remain highly engaged with customer product and service delivery. Responsibilities
As a junior Program Control Specialist to join our team in our Huntsville, AL location (Hybrid work opportunity), with required travel periodically. You will provide project control on several of our National Security Division (NSD's) largest prime contracts by assisting the Project Manager in maintaining solid financial execution of assigned projects while enabling the PM to remain highly engaged with customer product and service delivery. Your essential job functions will include but may not be limited to:
- You will work with project control team to provide financial metrics to the PMO and corporate functional areas.
- You will perform program- and BU-level contract performance analysis.
- You will track and manage program funding, costs, revenue, and profit at IDIQ and TO level.
- Manage direct hours, materials, ODCs, and travel expenses for the prime and all teammates and vendors.
- Ensure all travel is planned, coordinated, approved, executed, and reported within the guidance and regulations set forth by program and the Joint Travel Regulations (JTR), including approval of expense reports and subcontractor expense invoices.
- Ensure accuracy of invoices prior to submission.
- Coordinate, prepare, and submit contract deliverables in a timely manner.
- Provide inputs for division-level data analysis of financial performance.
- Act as liaison between PMO and corporate functional staff.
Qualifications
- 2-5 years' of directly related professional experience acting as a Program Control Analyst for Government contracts.
- Past work with multiple contract types (Time & Materials, Cost Plus Fixed Fee, Firm Fixed Price).
- Tracking and managing ceiling and funding at all levels, as well as identifying risk.
- Reviewing and approving subcontractor invoices for accuracy and ensuring information is booked into the system.
- Calculating and providing funding amounts for subcontractor teammates and working with Subcontracts Administrator to provide modifications.
- Reviewing invoices for accuracy and coordinating corrections prior to submission for payment.
- Tracking bill holds and accruals to closure across billing.
- Preparing and submitting contract deliverables.
- General understanding of the FAR.
- Revenue/profit forecasting and EAC modeling.
- Microsoft Excel experience - Intermediate or higher.
- Excellent communication and collaboration skills.
Desired Qualifications:
- Familiarity and experience with Work Breakdown Structures (WBS) and associated data capture.
- Past work with a large subcontractor team.
- Knowledge of Deltek Costpoint or similar tool.
- Experience with IBM Cognos/Deltek Business Intelligence.
Education Requirements:
- Bachelor's degree in business, Accounting, Finance, or Math, or related field from an accredited college or university.
