THE POSITION

The Department of Human Services (DHS) is seeking seasonal Energy Assistance Workers (Bilingual Spanish) at the Philadelphia County Assistance Office to help eligible Pennsylvanians receive benefits through the Low-Income Home Energy Assistance Program (LIHEAP). DESCRIPTION OF WORK

This is a full-time, seasonal position that typically runs for 6-8 months during the fall and winter seasons to assist clients in the process of applying for heating assistance. In this role, you will be required to communicate orally and in writing in both Spanish and English to customers, staff, and the public .As an Energy Assistance Worker, you will have the opportunity to process initial benefit applications as well as CRISIS applications for the Low-Income Home Energy Assistance Program (LIHEAP). After receiving on the job training, your duties will include interviewing clients, acting as a liaison with heating vendors, and reviewing and completing applications received to recommend approval or disapproval of benefits consistent with Federal and State Regulations. The majority of this job is completion work through data entry. Work assignments are limited in scope and work is reviewed for completeness, accuracy, and adherence to the program regulations. Work Schedule and Additional Information:

  • Full-time seasonal employment. This is a non-permanent full-time seasonal position with the LIHEAP program. Seasonal employment runs from approximately October to April, but employment may begin as early as September and last until June.
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Work hours may change based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework you will have the option to report to the assigned Philadelphia County Assistance Office. Telework is available upon successful completion of training and per the bargaining unit seniority process.
  • Travel and overtime as needed.
  • Work Conditions: Assigned duties are performed in a controlled office environment. In counties with District Offices, employees may be reassigned to different work sites due to operational needs. Reassignments will be made in compliance with contract language.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience in general office work which included interviewing the public; or
  • An equivalent combination of experience and training.

Other Requirements:

  • This position requires the selected candidates to be able to read, write, and speak in Spanish. You may be contacted for a Spanish speaking proficiency evaluation conducted by the Bureau of Talent Acquisition, PA Office of Administration. If contacted, you must pass the speaking evaluation in order to be deemed eligible for this position. Your proficiency in reading and writing in Spanish must be demonstrated during the probationary period to achieve regular status in the position.
