Primary Purpose of Organizational Unit
Procurement Services and Materials Management is responsible for the acquisition of goods and services, stocking and distribution of products, tracking capital assets, managing the University's payment card & travel programs, and the development of business processes that seek continuous improvements in efficiency, effectiveness and user satisfaction. Procurement Services and Materials Management is responsible for the procurement cycle of all goods and services required to sustain, foster and support the education and research missions of the University.

Procurement Services and Materials Management includes the following units:
Purchasing Services.
eProcurement and Materials Management.
Travel & Payment Card Services.

Purchasing Services provides supply management support to University departments, with responsibility for the procurement of goods and services in excess of $600 million annually. All goods and services should be purchased using one of the University's procurement systems: eProcurement, University storerooms or directly from the vendor using a purchasing card, purchase order, campus voucher or requisition.
Position Summary
Hybrid: This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The primary purpose of the Services Category Manager position is to provide strategic category management for all University Travel and Payment Services activities and other categories as assigned. It requires broad experience and strong skills to set the category strategy and manage the contracts supporting University travel programs. This entails handling the contract negotiations with travel agencies, airlines, hotels and catering suppliers to mitigate risks, manage costs and deliver operational efficiencies for the University. Handle day-to-day business accounts needs, manage University travel costs while maintaining University compliance. Become involved in the travel planning process with departments and schools to optimize costs and achieve favorable contractual outcomes. The position requires attention to detail, strong communication skills and timely execution of contracts. Demonstrate a broad knowledge of State procurement rules and regulations as well as Federal requirements essential for this position. Critical and innovative thinking must be demonstrated for continuous improvement in developing procurement strategies for new contracts that lead to greater cost efficiencies. This position will work independently with management oversight to achieve a high level of customer satisfaction with optimum results. Provide basic information to campus government regulations, required documents, local restaurants and entertainment, currency exchange and other considerations as part of customer awareness.
Minimum Education and Experience Requirements
Bachelor's degree; or Associate's degree and two years of related experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Demonstrate broad knowledge of procurement of goods and services, primarily travel services and/or payment services with public procurement experience. Excellent oral and written communications skills.

Strong customer service acumen with attention to detail and follow-up.

Strong technical and analytic skills; with the ability to manage priorities in a fast-paced environment.

Demonstrate excellent organization and problem- solving skills with the ability to multi tasks upon demand. Ability to operate independently to achieve results, handle complex problems, and communicate effectively to various level of management.

Must be proficient in Microsoft Office Suite.
Preferred Qualifications, Competencies, and Experience
Prefer candidate with previous purchasing experience.

Have some familiarization of North Carolina State or other State Government rules and regulations.
