Position Overview:

Halff has an immediate need for a competent, dynamic and experienced Senior Resilience Planner to lead climate resilience projects for public sector clients across Florida. The ideal candidate will possess a strong background and familiarity in resilience planning, project management, and team leadership, with a relentless passion in supporting communities adapt to flooding and other environmental challenges.
The Senior Resilience Planner will oversee projects for municipalities, counties, regional planning councils, and/or water management districts. The incumbent will be successful in overseeing the technical development of vulnerability assessments, adaptation plans, floodplain management activities, and stakeholder engagement initiatives. In addition to project management, this role will contribute to business development by cultivating teaming arrangements and preparing proposals.
Key Responsibilities:


  • Strategically lead and manage projects, ensuring timely delivery, adherence to budget, and client satisfaction.
  • Develop comprehensive project scopes, delegate tasks, and oversee the team's performance to ensure high-quality results.
  • Establish, maintain and strengthen client partnerships by conducting regular meetings, providing progress updates, resolving issues, and ensuring alignment with client objectives.
  • Supervise the technical development of reports, presentations, and other deliverables, ensuring accuracy and clarity.
  • Drive growth in the Resilience Market area for Halff by identifying emerging trends and integrating innovative, forward-thinking solutions for long-term sustainability.
  • Support the expansion of the Community Rating System (CRS) and floodplain management services across Florida for Halff.
  • Coordinate stakeholder engagement efforts, including public outreach and community meetings, to gather input and align project outcomes with client goals and organizational objectives.
  • Contribute to business development by identifying new project opportunities and fostering relationships with current and potential clients.
  • Lead and support proposal development, including drafting technical approaches, creating project scopes, and coordinating teaming arrangements.



Minimum Qualifications:


  • Bachelor's degree in community/urban planning, environmental science, or a closely related field.
  • At least 7 years of hands-on experience in a planning role, with a minimum of 2 years in project management, demonstrating a proven track record of successful project delivery.
  • Strong project management expertise, including targeted experience in scoping, budgeting, scheduling, and team coordination.
  • Exceptional ability to articulately communicate complex technical concepts to non-technical audiences, including clients, stakeholders, and the public.



Preferred Qualifications:


  • Master's degree in community/urban planning, environmental science, or a closely related field.
  • Familiarity with Florida's regulatory framework, including Section 380.093, Florida Statutes, and FEMA's Community Rating System (CRS).
  • Expertise in community resilience planning frameworks, with experience working alongside regional, state, and federal Agencies, and leveraging various funding sources.
  • Professional certifications such as AICP, CFM, PMP, and/or WEDG.
