FACILITIES SUPERVISOR
Facilities Supervisor General Statement of Job Under general direction, this position supervises, assigns, reviews, and participates in the work of staff responsible for maintaining and repairing municipal buildings, facilities, and grounds. Duties include performing various skilled and semi-skilled trades such as HVAC, carpentry, remodeling, painting, plumbing, electrical, roofing, and other maintenance tasks. The role ensures adherence to quality standards, policies, and procedures and may involve handling complex or technical tasks. This position reports to the Facilities Construction and Maintenance Manager.
Specific Duties and Responsibilities Essential Functions:
- Supervise facility maintenance personnel, including instructing, assigning, and reviewing work; maintaining work standards; and coordinating activities.
- Manage personnel matters such as hiring, training, evaluating, and recommending transfers, promotions, or disciplinary actions.
- Establish methods, controls, and standards for maintenance work execution.
- Train, evaluate, and develop team members to meet operational needs.
- Ensure equipment is serviced and maintained per the preventative maintenance schedule.
- Oversee accurate inventory of facilities and equipment in the work order management system.
- Develop and implement preventative maintenance programs.
- Conduct inspections, ensuring timely completion of maintenance and repair tasks.
- Review and assign work orders, ensuring proper allocation of personnel and resources.
- Analyze situations, identify solutions, and make informed decisions in accordance with policies and procedures.
- Coordinate activities with other departments and external agencies.
- Ensure staff compliance with permitting requirements and that contractors obtain necessary permits for maintenance work.
- Maintain safe working conditions, holding regular safety meetings to communicate policies and awareness.
- Prepare, review, and manage various records and reports, including maintenance logs, work schedules, and inspection summaries.
- Operate vehicles, lifts, and other equipment while ensuring safety protocols are followed.
- Inspect work in progress and upon completion, making modifications or corrections as needed.
- Provide technical instruction and training to employees on equipment, tools, and safety procedures.
- Maintain high standards of accuracy and communication with internal and external stakeholders.
Additional Responsibilities:
- May participate directly in maintenance tasks as needed.
- May be required to undertake emergency standby duties citywide.
- Perform other related duties as assigned.

Minimum Education and Training Requirements
- High school diploma or GED equivalent, supplemented by two (2) to five (5) years of experience in facilities maintenance or an equivalent combination of education, training, and experience.
- Preferred two (2) years of supervisory experience in maintenance or equivalent experience/education.
- Knowledgeable in industry-standard tools, materials, and practices.
- Skilled in using and maintaining required tools and equipment.
* Must possess and maintain a valid state Florida driver's license * Must submit to, and pass, a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training. * Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job. Minimum Qualifications and Standards Required Skill Requirements: Has thorough knowledge of the methods, procedures, and policies of the City as they pertain to the performance of duties of the Facilities Maintenance Supervisor. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position.
Has knowledge and skills in the areas of HVAC, electrical, plumbing, and mechanic repair and maintenance, general carpentry and construction and telecommunications system maintenance. Has knowledge of the standard tools, materials, and practices of the industry. Have skill in the care and use of required tools and equipment. Is able to plan and supervise the work of others.
Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods, and regulations; is able to offer employee training as required.
Is able to perform employee evaluations and to make recommendations based on results.
Has the ability to offer assistance to co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision.
Has the ability to plan, organize and prioritize daily assignments and work activities.
Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret relatively complex materials pertaining to the responsibilities of the job.
Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology and various professional languages used within the department.
Knows how to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation.
Has knowledge of basic mathematics.
Has knowledge of the City budget preparation process; is able to ensure department adherence to allocated funds.
Has knowledge of and skill in the use of computers for records management.
Physical Requirements: Must be physically able to operate a variety of machines and equipment including, as well as; computer, adding machine, telephone. Tasks include the ability to exert moderate, though not constant, physical efforts, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and pulling of objects and materials of moderate weight (12-20 pounds) to heavyweight (up to 100 pounds).

May be required to perform mandatory Emergency Standby Duty throughout facilities or Citywide.
Working Conditions: Works indoors and outdoors in all types of weather. Is able to perform work in adverse conditions, including but not limited to exposure to extreme heat and cold, wetness, humidity, traffic hazards, machinery hazards, toxic agents, noise, smoke, dust, pollen, dirt, etc.
