Buckeye Partners is currently seeking a Measurement & Quality Control Specialist II (M&QC) with 9+ years' pipeline/terminal experience with quality and measurement exposure preferred in the Oil & Gas Industry to join our team!

Role Summary:

Responsible for implementing measurement and quality control policies, training, and supporting asset teams within the assigned district.

Responsibilities & Essential Functions include:

Skills from M&QC Specialist II, plus:




  • Develop and update M&QC sections for various Buckeye manuals as policies and procedures change.



  • Provide additional support to Buckeye's butane blending operations (improve procedures, testing, policies, sampling, compliance performance, etc.)



  • Lead resolution of measurement and quality problems. Provide expertise and assistance to Operations and other M&QC Specialists in resolving difficult or persistent M&QC problems.



  • Recommend special tests or evaluations to discover more about a measurement or quality issue to improve M&QC practices.



  • Provide advanced insight to Engineering, Operations, or Transportation on projects relating to measurement and quality control. Serve on project teams as Operations representative on projects impacting measurement and quality control.



  • Provide advanced analysis and evaluation of problems. Suggest alternative courses of action and costs/benefits.



  • Assist in the design of measurement and quality control systems. Recommend changes and revisions to existing pieces of equipment.



  • Serve as a member of API/ASTM or another committee, as required. Recognize and identify committee activities that could impact Buckeye in the short-term or in the future.



  • And other duties as assigned.





Position Requirements:




  • Bachelor's Degree required, preferably in engineering or science-related discipline.



  • Up to 25% travel required.



  • 9+ years pipeline/terminal experience with quality and measurement exposure preferred.



  • Advanced proficiency of Microsoft Office products required.



  • Recognized as subject matter expert for Buckeye product specifications and regulatory requirements.





Certificates & Licenses:




  • Valid driver's license





Other Skills, Attributes and Abilities:




  • The M&QC Specialist II is expected to coordinate with a variety of stakeholders when working on projects or problem resolution. Proper interaction, using tact and discretion with suppliers, shippers and outside testing facilities is also required to make correct decisions concerning product quality in a timely manner. Good written and oral communication skills, presentation skills, and organizational and scheduling skills are essential.



  • Position requires ability to travel but is otherwise office-based.



  • M&QC Specialist II are on-call 24 hours per day, 7 days per week to handle measurement or quality problems.



  • Physical demands include visiting field locations where there is potential for being near construction activity and participating in M&QC tasks including climbing tanks.





Essential Functions:




  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.



  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.



  • This position requires compliance with all personnel policies.





Physical & Safety Requirements:




  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.



  • This role continuously operates a computer and other office productivity equipment (i.e. a calculator, copy machine and computer printer).



  • The incumbent must meet medical criteria established by OSHA for emergency response.



  • This position may require exposure to hazardous environments and require the wearing of a respirator



  • The employee is frequently required to effectively communicate with others.
