Job Description - Manager, Rates & Revenue Requirements

Position Description

The Manager of Rates & Revenue Requirements oversees the management and coordination of company's Arizona Corporation Commission ("ACC") & Federal Energy Regulatory Commission ("FERC") revenue requirement filings to cover the costs necessary to provide safe and reliable service to the company's customers while allowing the company to earn a fair rate of return.

Position-Related Responsibilities

  • Manage the preparation of revenue requirements studies for the different jurisdictions of the company including general rate cases and adjustor mechanisms before the ACC and Open Access Transmission Tariff formula rates before FERC.
  • Analyzes effects of government actions, regulations, legislation and make recommendations for dealing with changes.
  • Work with different technical areas both internal and external to gather information on projects and costs that affect revenue requirements.
  • Prepare utility rate of return and other required financial metrics and ratios.
  • Responsible in the preparation of a Lead Lag Study in determining the amount of investor funds used in sustaining the company's day to day operations.
  • Participates in the drafting of testimony for rate hearings and/or reviewing other's testimony for content, consistency, and accuracy before filing.
  • Assist in developing consistent work practices within the company as they relate to the impacts to the revenue requirement.
  • Responsible for maintaining a forecasting revenue requirement model to assist in the planning of determining the time between rate cases.
  • Responsible for Compliance filings as they relate to revenue requirements.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Management Responsibilities

  • Responsible for developing an effective team of professionals.
  • Ensure that the Company's management principles, policies and programs are consistently practiced and the Performance Management program is administered uniformly and effectively.
  • Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
  • Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable.
  • Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel. Participates in hiring, termination, promoting, assignment and direction of staff.
  • Ensure compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints.
  • Promotes and participates in the professional development, personal growth and career planning of staff.
  • Motivate, recognize, and provide feedback to employees during performance reviews.
  • Participates in Leadership Development programs.
  • Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline.
  • Develops departmental business plans, plans day-to-day operations, estimates personnel needs and schedules and assigns work.
  • Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)

Minimum Qualifications

  • Bachelor's degree from a four-year college or university in accounting or finance with ten years of related experience or equivalent combination of education and/or experience related to the discipline.
  • Prior supervisory experience.
  • Demonstrated ability to lead at all levels of the organization and be effective in communicating across multiple professional disciplines.
  • Ability to demonstrate the understanding of both the art and science of a revenue requirement.
  • Ability to effectively present information, articulate recommendations, and respond to question in a concise, timely and accurate manner.
  • Must be able to effectively supervise multiple projects to successful completion.
  • Must possess strong analytical and effective decision-making skills.

Preferred Qualifications

  • Master's degree or professional certification preferred.

Pay Rate: Salary determined based on candidate's experience & qualifications.
