What You'll be doing:



  • Provide leadership, strategies, analysis, development, oversight and support to ensure the success and compliance of the division's financial, mission, training, continuous quality improvement and marketing goals.


  • Achieve mission, financial and strategic goals through effective budget planning, implementation and oversight, maximizing financial contribution to the organization.
  • Ensure grant/contract compliance and performance, serving as the point of contact for assigned funding sources.
  • Ensure sufficient funding and resources for designated services and initiatives.
  • Develop and implement strategies for service excellence in program planning, assessing of potential program participants and training support as appropriate.
  • Support and lead regional case management tasks and responsibilities to include but not limited to, caseloads, compliance, guidance to excellent service delivery, and participant program/service suitability.
  • Collaborate with CS Instructional Development Mgr. on new and existing program design and development.
  • Provide leadership within Goodwill, Career Services department, designated funder and referral sources and targeted communities.
  • Develop regional goals, budget, plans and services in line with Goodwill's strategic plan.
  • Recruit, hire, develop and supervise qualified personnel, following all human resources policies.
  • Maintain accurate documentation of program operations.
  • Prepare annual professional develop plan (PDP) for work and professional development and report progress in achieving goals with supervisor.
  • Ensure timely and accurate performance evaluations for all program staff, employing the approved agency process.
  • Ensure development of suitable community partners and employers to support decentralized community-based model of service delivery.
  • Participate in cross division and department teams to improve service excellence and program performance.
  • Analyze data to drive and track quality program service and design.
  • Comply with Agency, Career Services, Commission on Accreditation of Rehabilitation Facilities (CARF), federal and grant regulations, policies, standard operating procedures (SOPs) and the Agency's safety and security policies and procedures.
  • Regularly and consistently evaluate and ensure satisfaction of all stakeholders.
  • Collaborate with CS managers and the marketing team to develop and implement an annual marketing plan.
  • Develop and engage with business advisory councils and associations, as appropriate.
  • Develop and maintain quality relationships with funding and community partners, including frequent visits and face-to-face interaction.
  • Submit annual and quarterly reports on progress toward goals.
  • Lead designated regional team in community involvement to assess needs and opportunities, develop partnership and joint venture opportunities, and enhance funding sources for Career Services.
  • Oversee site facility to include maintenance and technology support needs as well as aide for CS staff, job seekers and program participants as appropriate.

Job Requirements:




  • Master's degree in education, rehabilitation, counseling, or related field with three (3) years minimum workforce development related work experience is preferred. A Bachelor's degree in the same fields as above is required, with five (5) years minimum workforce development related work experience.


  • Two (2) years supervising staff or interns is required.
  • Strong leadership, analytical, writing and communication skills.
  • Strong working knowledge of project/program design, training, education, and workforce development.
  • A high degree of judgment, initiative, human resource development, business, marketing, and ability to articulate the big picture.
  • Must be computer literate and proficient in Microsoft Office Suite.
  • Ability to be flexible in hours and work locations (across greater service area) to accommodate the needs of the Program and Goodwill.
  • Strong ability to exercise sound judgment and maintain positive working relationships with a wide variety of organizations and individuals.
  • Must have access to reliable transportation and a clean motor vehicle report (MVR).
