Job Overview
The Director of Construction is responsible for overseeing and managing Chugach Government Solutions' construction activities. Responsible for cradle to grave activities from guiding the BD team, managing construction budgets and schedules, selecting, and managing contractors, ensuring compliance with building codes, regulations, and maintaining construction sites' quality and safety, operating the unit within a cost-effective budget, developing marketing strategies and business opportunities consistent with CGS goals and objectives, marketing, proposing and negotiating contracts and other agreements, and managing the contracting activities in a legal and ethical manner in compliance with laws and regulations. This position is performed in a hybrid position. Work may require occasional weekend work, evening work and does require frequent travel both CONUS and OCONUS to conferences, meetings and site visits as required. Work Model: Hybrid
Responsibilities
Essential Duties & Job Functions:
- Directs and administers the contracting activities of the Construction unit in a legal and ethical manner in compliance with laws and regulations and in conformity with the goals and philosophies as set by the Board of Directors.
- Set up measurable standards of performance for each department, measure that performance against established goals.
- In conjunction with staff, establish company-wide systems and procedures for reporting, project controls, financial controls, and employee relations.
- Display the highest level of organizational and communication skills.
- Communicate the company's status and direction to staff, owners and partners.
- Manage direct reports, including Annual Performance Reviews, periodic reviews of progress toward annual goals of any direct reports. Establishment of annual performance goals of any direct reports.
- Train, instruct and mentor members of the team in various methods and techniques that will enhance the team and company performance.
- Provides for the implementation of and operates within both strategic and operational plans and budgets.
- Provides a system of control, which clearly identifies deviation from approved corporate plans and to assure the periodic comparison of performance and/or results against established objectives.
- Monitors operations to ensure corrective actions on deviations from plan to allow the Subsidiary to achieve its objectives.
- Controls operations, employee wage and salary structure and benefit programs in conformance with the operational plans and budgets, including the annual budget.
- Negotiates contracts and other agreements on behalf of the Subsidiary, as directed by the General Manager or Subsidiary President.
- Maintains regular contact and communications with the General Manager or Subsidiary President.
- Makes regular reports to the General Manager or Subsidiary President.
- Works to market and develop relationships with current customers, contractors, vendors and new customers.
- Researches opportunities and develops a strategy to win the opportunity.
- When an RFP/RFI opportunity is selected to pursue, the Director of Construction will be responsible for providing leadership to the assigned business development team from kickoff through startup activities.
- Develops marketing strategies and seeks business development opportunities consistent with Subsidiary goals and objectives.
- Promotes controlled growth for the company.
- Directs the construction service operating activities of the Subsidiary.
- Supports a safe work environment through adherence to regulatory compliance and in-house programs.
- Projects and operates within a cost-effective budget.
- Promotes shareholder hire by recruiting qualified shareholders.
- Operates as a team member in the executive management group.
- Other related duties as assigned.
Job Requirements
Mandatory:
- Bachelor's degree in business, engineering, or another related technical field.
- Experience or a combination of education and experience may substitute for the bachelor's degree.
- 15 years of Construction and program management experience, including specific experience in Federal government contract administration. With industry specific skills such as project estimating, project scheduling, developing a site level organization, project budgeting and project management
- Proven outstanding leadership and communication skills.
- Experience marketing DoD and government contracts.
- Demonstrated ability to develop and maintain excellent relationships with current and potential customers.
- Must be a team player, very detail oriented, and self-motivated, with the ability to work well with others.
- Must possess excellent written and oral communication skills with the ability to brief senior leadership.
- Must be proficient with MS Office products, Word, Excel, and PowerPoint, projects, and Primavera Scheduling.
- Must have the ability to multi -task, prioritize, and lead others in duties.
- Ability to maintain a current Driver's license and passport. Effective written and oral communication skills.
- Ability to understand and apply applicable policies and practices for domestic vs. international operations.
- Ability to gain and maintain access to federal installations or Government owned properties.
- Ability to successfully pass any background checks and/or drug testing required.
- Travel is required up to 25%.
- Ability to obtain a security clearance, up to Top-Secret.
- U.S. Citizenship.
