ERT is seeking a Journeyman Program Analyst to support the DHS/CISA Strategy, Policy, and Plans (SPP) Program Management and Process Support effort. The Office of Strategy, Policy, and Plans (SPP) promotes integration of policy and strategy across all CISA's mission areas. SPP is responsible for advancing new ideas in carrying out the organization's mission to reduce cyber and physical risks to critical infrastructure, including development of agency level policies and directives, guiding organizational performance, and leading strategic planning efforts for the agency. Position requires an active Top Secret/SCI. Must be willing and able to obtain DHS Entrance on Duty (EOD) Suitability within a reasonable amount of time. Responsibilities include:
- Develop and deliver training (including, but not limited to, PowerPoint, written User Guides, Videos, etc.) to CISA stakeholders to support the development and implementation of CISA Strategies, supporting plans, and priority initiatives.
- Create, use ServiceNow dashboards.
- Support the implementation of business process, including drafting quarterly communications to CISA divisions and offices, coordinating with DDIR's office, tracking timelines/due dates, and providing technical edit/formatting support.
- Support and update AOP (Annual Operating Plans) for each CISA division and office. Maintain revisions to AOP slide deck and template. Update AOP guidebook annually.
- Develop and manage databases to support program information management.
- Must be able to work well under pressure, and possess excellent oral and written communication skills, as well as excellent organizational skills.
- Support Presidential Executive Orders, Policy Directives, and Congressional Notices as they apply to Sector Risk Management Agencies. Oversee the advancement, implementation, strategy and management of policies in support to committees such as the Cybersecurity Advisory Committee, National Cybersecurity Region Security activity, and Joint Cyber Defense Center work streams.
- Create, analyze, and support execution of programmatic strategic planning.
- Manage process modernization formulation, execution, and analysis.
- Develop and implement requirements management plans.
- Assist development and preparation of reports for senior level management.
Requirements
- Minimum five (5) years of experience supporting government organizations, program and policy management services, policy and strategy analysis, and knowledge management.
- Demonstrated experience developing or implementing relevant national-policy and legislation, including PPD-21, PPD-44, and the FY21 NDAA.
- ServiceNow experience
- Active Top Secret Clearance
- Must be able to work well under pressure, and possesses excellent oral and written communication skills, as well as excellent organizational skills.
Education Degree in policy, business, or technical discipline. Location Work to be performed on site at DHS Headquarters in Washington, DC Salary The salary range for this role is $40,000 - 226,000/year. This range is a good faith estimate based on similar roles across the organization.
