Job Summary

The eligible register developed from this posting may be used to fill future FT and PT vacancies within this classification.

Performs skilled and responsible work in supervising assigned staff of the Financial Assistance Unit. This involves the interpretation of Federal and State laws, rules, regulations, manuals and the development and interpretation of County policies and procedures. Assumes responsibility in conjunction with the Income Maintenance Manager for setting work standards, training staff, and evaluating performance. Work is performed in an office setting.

This position will supervise the Adult Team, which includes Cash, SNAP, Health Care and Emergency General Assistance programs.

Essential Duties

Supervises and oversees the staff, work, and services of the Financial Assistance unit; assures adherence to Federal and State mandates, work standards, best practices, and County policies.

Hires and supervises the activities of the Financial Assistance staff to include coaching, mentoring, training, evaluating performance, setting work schedules, establishing goals, and discipline.

Assists staff in resolving questions/complaints from the public; mediates disputes and oversees agency appeals as needed.

Reviews, analyzes, and interprets legislation, rules, regulations, policies, and procedures set forth by the Department of Human Services (DHS); develops and implements new procedures to meet legislative requirements; evaluates procedures to ensure compliance with directives and regulations; participates in strategic planning to ensure positive community outcomes; maintains efficient and effective services to clients.

Acts as security administrator for multiple state systems; determines appropriate security role and requests access for staff within unit and across Health and Human Services. Monitors security and other required trainings to ensure access is approved and maintained

Creates reports, conducts case reviews, and analyzes performance data to implement improvement strategies and make decisions on the direction of the unit.

Coordinates referrals and activities with other departments and other related agencies.

Participates in local, regional, and statewide meetings, committees, workgroups, and collaborative efforts. Plans and facilitates internal meetings.

Responsible for supporting an inclusive environment focused on equitable outcomes.

Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Performs other related duties as required or assigned.


Minimum Qualifications

Must have one of the following:

  • High school diploma or GED and 12 years of experience in Public Assistance programs
  • High school diploma or GED plus one year of post-secondary education and 10 years of related experience
  • Associate's Degree and 8 years of related experience
  • Bachelor's Degree and 4 years of related experience

Supervisory experience is preferred. A valid driver's license and a reliable means of transportation are required for the performance of work responsibilities.


Selection Process

Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Top candidates will be forwarded to the hiring manager or supervisor for consideration for interview and/or additional assessments. Final selection will include a background check and approval by the County Board.
