Introduction

The Loudoun County Office of Mapping and Geographic Information is seeking a talented and motivated individual for the position of GIS Parcel Coordinator. This position is responsible for coordinating Loudoun County's parcel mapping program within the department's Land Records Division. This position coordinates updates to GIS parcels land records using legal documents such as plats, deeds, or court orders, as well as maintains thorough documentation for updates. This position works closely with the GIS Addressing and Centerline coordinators, as well with staff from the Commissioner of the Revenue, Clerk of the Court, Building and Development, the incorporated towns, engineering firms, adjacent jurisdictions, and the County Attorney's Office. This Division is responsible for maintenance and distribution of the County's core land records data sets including Parcels, Addresses, Street Centerline and Routing networks.


Job Summary

The ideal candidate will have experience in working with GIS land records data and with deeds, plats, and condominium documents; have experience in communicating with engineering professionals and the public about land records; have technical experience in working with relational databases, to include joining, querying, analysis, and reporting; have the ability to successfully explain complex land records issues to a non-technical audience; and have knowledge of or the ability to research local and state code and ordinance pertaining to land records.

Knowledge, Skills, and Abilities:
* Analytical skills to diagnose and identify solutions.
* Knowledge of GIS data development and maintenance.
* Knowledge of and experience with Esri software, such as ArcPro and ArcGIS Online.
* Ability to work both independently and as a part of a team.
* Excellent verbal and written communication skills.
* Experience with land records management systems.
* Experience with electronic plan review software.
* Established experience in the land development process, land records maintenance and in working with deeds and plats.
* Experience in working with the public.
* Experience working with staff and products from engineering firms.
* Experience in documenting GIS processes.
* Knowledge of land surveying and/or civil engineering best practices.
* Understanding of map scale, precision, and accuracy.
* Familiarity with court records and research.
* Has knowledge of local or state land records laws or processes.
* Experience in guiding the work of others as a subject matter expert.


Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Geography, Cartography, Computer Science, or related field; two (2) years of related work experience in GIS, or equivalent combination of education and experience.
