About the Opportunity The UNC System Office is currently seeking two (2) Leave Consultants. The Leave Consultants provide day-to-day support to the employees of the Benefits Shared Services campuses to include:
*Special Leave Administration: Administers all aspects of the special leave programs - i.e., Family Medical Leave, Family Illness Leave, Paid Parental Leave, Faculty Serious Illness Leave, Military Leave (USERRA), Disability Leave, Faculty Professional Leave, Educational Leave, as well as leave without Pay benefit/retirement impact, etc. Applies independent decision making while assisting the campuses in interpretation or clarification of certain Federal, state (NC), and University Faculty, SHRA, and EPS leave policies and regulations. Coordinates and organizes all medical leave information and ensures that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed. Works closely with participating campus Time and Leave Administrators to ensure proper management of vacation and sick leave usage during the medical or military leave of absence. Collaborate with Time and Leave Administrator to identify when employee exhausts all available leave balances (vacation, sick, bonus, and/or shared leave) to properly manage leave without pay benefits administration and communications. *Benefits Communications and Engagement: Assist the campus administrators and leadership with designing, developing, and providing resources to inform various prospective, active, separated, and retired employees and their dependents about the various benefit plans and leave policies as well as review, update, and improve upon current resource offerings. Assists with campus workshops, attending campus special events, conducting New Hire Benefits Orientation (NHBO) sessions, assisting campus with annual Open Enrollment workshops and labs, etc. *Data Analytics: Assists University Benefits Officer with conducting research, surveys, and trend analyses; compares data from different sources and identifies issues and obtains relevant information. Prepares special reports on various benefits, retirement, and leave related topics to assist with engagement, offerings, and/or administrative efforts on improvements. *Special Projects: Upon request by the University Benefits Officer, works on special projects, prepares reports, prepares electronic presentations, etc. related to benefits, retirement, and/or special leaves. This position is a fully remote work arrangement with some travel required to participating campus locations as needed during the year for on campus special events and engagement opportunities as well as important network meetings and trainings. UNC System employees are generally required to reside in North Carolina and reside within a 2-hour commuting distance of assigned duty station. Note, the 2-hour requirement may be waived due to the remote nature of the Benefits Service Center and its inherent design to provide services for all UNC System campuses participating in the Shared Services administration model no matter the location - from mountains to coast. The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press. About the Team The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities. Minimum Education, Experience, and Skills Graduation from a four-year college or university and two years of progressively responsible experience analyzing, interpreting, applying, communicating, and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions. Preferred Education, Experience, and Skills Prefer at least 2-3 years of state and university benefits and leave administration experience. Experience in administering benefits for employees on leave of absence, including group health insurance, supplemental benefit and income protection insurance plans, and retirement programs. Compliance expertise regarding state and federal legislation (e.g., HIPAA, FMLA, USERRA, and other relevant labor laws). HRIS/ERP experience - familiarity with Ellucian Banner a plus. Ability to work in a fast-paced, multi-tasked environment, and prioritize and manage multiple requests and deadlines. Must have strong organizational skills, be detail-oriented, and self-starter. Ability to demonstrate good judgment, empathy, and compassion appropriate for the situation and all parties involved. Excellent interpersonal, communication, and customer service skills. Ability to work independently as well as part of a team. Ability to work effectively with customers from all areas and levels within a growing diverse community/population. Proficient in Microsoft Office Suite programs (Excel, Word, Outlook, PowerPoint, Teams, etc.) as well as adaptability to learn and function in other systems used to perform the needed daily tasks and projects assigned.
