Role Description:

The Program Manager, Asset Management Systems is responsible for planning, implementing, coordinating, and optimizing, and managing the use of systems such as MAXIMO, to effectively manage assets at the Blue Plains Advanced Wastewater Treatment Plant.



Essential Duties & Responsibilities:


  • Establishes policies and procedures for an effective asset management program and system.
  • Assists the supervisor with short- and long-term planning and goal development for the asset management program and system.
  • Creates, implements, and monitors asset management data and MAXIMO system to support and enhance processes and methodologies.
  • Manages work order workflow process, ensure proper creation, planning, update, closure of work, and recommend business process enhancement. Provides advice in the areas of maintenance planning and scheduling.
  • Tracks and manages asset and location data throughout the asset lifecycle.
  • Provides advice and support in the areas of inventory management, contract management, and procurement management including in the direct purchasing and inventory replenishments of asset and asset related inventories to all stakeholders.
  • Responsible for the quality assurance/quality control (QA/QC) process that ensures that an inventory of all Authority assets is maintained and updated regularly in MAXIMO to reflect current conditions.
  • Establishes, maintains, and ensures that all information and data necessary to perform work are obtained on a timely basis.
  • Performs regular data analysis on assets and asset related inventories and their usage, measures facilities KPI metrics, run reports to determine maintenance schedules, asset down time, spare part inventory, and interprets data to management team.
  • Uses Maximo to track contract services, including labor hours and cost and material costs against defined budget. Tracks and provides reports on asset or asset related warranties and Service Level Agreements (SLAs).
  • Uses Maximo to track maintenance labor hours and costs, material costs and tool costs against defined budget.
  • Reviews and modifies inspection reports, work orders, detailed records and services rendered, equipment history, cost studies, equipment evaluations, standard maintenance procedures and manpower schedules.
  • Evaluates for correctness and/or implements changes in reports or reporting procedures as required.
  • Coordinates ongoing activities with DC Water Information Technology personnel to ensure effective and economical use of Maximo.
  • Analyzes user problems referred by Application Experts.
  • Refer application issues (bugs, performance, basic 'process' type questions) to DC Water Information Technology Support.
  • Administers / manages Business Rules and Code Tables.
  • Provides Maximo software trainings to end users; Serve as Maximo support for workflow processes and shares knowledge about Maximo. Provides analytical and functional direction to end users.
  • Serves as liaison for problem solving and escalation. Coaches and educates staff on the Computerized Maintenance Management functions and best practices for performing.
  • Participate in Maximo-related committee meetings as maintenance application administrator.
  • Ensures the adherence to safety, care of equipment and conduct, rules, regulations and procedures.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.

Required Skills & Qualifications



Required Experience:
Five (5) years of comprehensive and progressive experience optimizing Maximo to maintain a wide variety of industrial and process related equipment; or equivalent combination of education and experience
Experience writing requirements for projects.
Experience testing systems, writing queries, and troubleshooting software issues.
Experience in managing Maximo Configuration, workflow development and end-user training
Experience writing and updating SOPs and training documentation
Minimum Education Requirements:
Bachelor's degree in Engineering, Information Technology, Business Administration or related field from an accredited college or university.
