About the Department
Research administration and compliance are essential to a successful university research enterprise. Responsibility is shared between researchers, academic units and central offices, which work together to support projects through the award lifecycle.

Sponsored Programs is responsible for pre-award and nonfinancial post-award activities for contracts, grants and cooperative agreements. In partnership with College Research Offices, Sponsored Programs facilitates the preparation and submission of proposals to all external sponsors, and has administrative responsibility for more than 3,700 award actions securing over $500M annually. Sponsored Programs staff negotiate and execute all sponsored funding agreements from Federal, State and local governments, nonprofit and industry sponsors. Sponsored Programs is responsible for non-financial post-award management, outgoing subawards, and non-monetary agreements necessary for the conduct of research, such as collaboration and data use agreements.

Regulatory Compliance comprises oversight functions for protection of human and animal research subjects, conflicts of interest and commitment, export controls, facility security, and research integrity. The Regulatory Compliance program enables NC State research by ensuring that it is conducted in accordance with the highest standards of ethics, integrity, and honesty as well as in compliance with all applicable laws, regulations and policies governing research to maintain the public trust.

SPARCS operates in a decentralized university environment, serving as the administrative hub of the research and externally sponsored programs enterprise. SPARCS enjoys close collaborative relationships with the Office of Contracts and Grants for post-award financial and effort management, the Office of Research Commercialization to ensure that NC State University fosters an eco-system of discovery and technology transfer centered on impact, innovation, and industry engagement, and the Office of Information Technology to develop and maintain enterprise systems supporting research and research administration. Additional key partnerships include General Counsel, Advancement Services, and University Libraries.
Essential Job Duties
The University seeks a seasoned sponsored programs professional to provide strategic leadership to SPARCS and the University research community, maintaining the highest ethical and technical standards for NC State research, while ensuring sufficient resilience to support a growing research portfolio and navigate changes in the federal funding and regulatory environment.
The AVC has a leadership role in NC State's Improving Research Infrastructure initiatives involving research administration personnel and business processes, and is the Data Steward for research administration data.
The AVC reports to the Vice Chancellor for Research and Innovation and is a member of the Office of Research and Innovation Strategic Research Development Team.

Key Responsibilities:

Collaboration & Relationship Building:

  • Foster strong, collaborative relationships with various stakeholders, including faculty, academic units, the Office of Contracts and Grants, the Office of Research Commercialization, General Counsel, and other key university offices. Act as a liaison with external funding agencies, government organizations, and industry partners to ensure successful research and compliance outcomes.


Leadership & Strategic Oversight:
  • Provide leadership to the Sponsored Programs and Regulatory Compliance Services office (SPARCS) by setting the strategic direction for the department and ensuring alignment with the university's research priorities. Lead the development of policies and procedures that support the efficient administration of sponsored programs and regulatory compliance, and ensure resilience and adaptability as the research portfolio grows.
Sponsored Programs Management:
  • Oversee all pre-award and non-financial post-award activities, including the preparation, submission, negotiation, and management of proposals and awards. Manage the administration of over 3,700 award actions, securing more than $500 million annually from federal, state, local government and private-sector sponsors. Ensure that Sponsored Programs staff handle sponsored funding agreements with federal, state, local governments, and private-sector sponsors.
Data Stewardship & Research Infrastructure Improvement:
  • Act as the Data Steward for research administration data, ensuring the integrity and accessibility of data related to sponsored programs and regulatory compliance. Lead the university's efforts to improve research administration infrastructure by supporting process improvements and implementing new systems or system changes to enhance research administration functions.
Regulatory Compliance & Ethical Oversight:
  • Ensure that all research conducted at NC State is in full compliance with ethical standards and applicable regulations. This includes overseeing compliance functions related to human and animal research subjects, conflicts of interest, export controls, research integrity, and facility security. Lead efforts to maintain public trust through research activities conducted with integrity and adherence to laws and regulations.
Qualifications


Minimum Education and Experience
Candidates must hold a bachelor's degree and ten years of progressive leadership experience in university-sponsored programs and regulatory compliance management.
Candidates must demonstrate evidence of:

  • Risk-based decision-making
  • Effective stewardship of sponsor and internal stakeholder relationships
  • Implementing policy and business process changes affecting researcher, central office and college/department/center stakeholders.
  • Outstanding project management, team leadership and problem-solving skills

Other Required Qualifications

  • Working knowledge of regulations governing sponsored programs at the federal, state and agency levels; and governing use of human and animal subjects, facility clearances, export controls, conflicts of interest, and research misconduct
  • Proven ability to facilitate the submission of proposals, particularly complex multi-institutional proposals, negotiation of resulting awards, and administration of projects funded by federal, state, non-profit and industry sponsors
  • Strategic resource planning and deployment.
  • Ability to foster cooperation with federal, state, local governments, and private enterprise in funding via grants, cooperative agreements and contracts.
  • Experience supporting and motivating a professional research administration staff in a high-volume setting.
  • Consensus-building aptitude with proven ability to work collaboratively with faculty, University administration, and other constituents both within and outside the University, and
  • A proven track record providing optimal stewardship of a large and complex institutional portfolio of extramural funding.
  • Familiarity with university-level research administration data and enterprise system management. Experience with implementation of a new system or major system change is especially valuable.
