The Security Specialist I (COMSEC) shall manage and perform the following:

Duties & Responsibilities:

Communications Security (COMSEC).

The Security Specialist (COMSEC), hereinafter COMSEC, shall perform the following COMSEC user tasking:



  • All COMSEC personnel performing this tasking shall hold, at a minimum, a Final Secret security clearance.
  • Using GFI, COMSEC shall fill COMSEC keying materials into COMSEC equipment.
  • Using GFI, COMSEC shall sign as a witness for issuing COMSEC materials.
  • Using GFI, COMSEC shall perform software or firmware updates on COMSEC equipment.


Message Center.

The COMSEC shall perform the following message center tasking:



  • Using GFI, COMSEC shall maintain and control physical access to the message center.
  • The COMSEC shall proofread and correct grammar and spelling errors using Common Message Processor (CMP) for outgoing Naval messages, provided as GFI. The COMSEC shall submit corrected Naval messages to the Government for review and approval. Upon Government approval, COMSEC shall transmit the approved message via Official Information Exchange (OIX) system.
  • On a daily basis, using GFI, COMSEC shall update the list of recipients of both unclassified and classified Naval messages in both Microsoft Outlook and Excel spreadsheet maintained on the shared drive.
  • On a daily basis, using GFI, COMSEC shall review Naval messages for content and ensure they are delivered to the appropriate recipients via Microsoft Outlook.
  • On a daily basis, using GFI, COMSEC shall maintain Defense Message Dissemination System (DMDS) profiles for recipients of both unclassified and classified Naval messages.
  • The COMSEC shall perform weekly backups of both DMDS databases and Microsoft Outlook Data Files (ODFs) and save the backups to the shared drive for Government review.
  • On a weekly basis, using GFI, COMSEC shall delete or add files on the message center web page.
  • Other duties as assigned.


Knowledge, Skills, and Abilities (KSAs):

Minimum/General Experience:



  • The COMSEC must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
  • Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
  • Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
  • The COMSEC should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting, and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.
