Pay Range

$264,630 - $331,212 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. Job Description

Lawrence Livermore National Security (LLNS) is seeking a Senior Counterintelligence Officer (SCIO), Director to join the Lab's leadership team. The SCIO will report to the Lab Director and will serve as the Lab's senior advisor on counterintelligence (CI) and counterterrorism (CT) matters.

The LLNL SCIO manages one of 15 CI program offices for the Department of Energy Office of Intelligence and Counterintelligence (DOE IN). The SCIO leads an integrated team providing CI support services to LLNL, Lawrence Berkeley National Laboratory (LBNL), the SLAC National Accelerator Laboratory (SLAC), and the federal employees supporting the missions of the laboratories at those three sites.

As the manager of the Lawrence Livermore Field Office (LLFO), the SCIO exercises DOE IN authorities and reports independently to DOE IN through the Deputy Director, Counterintelligence, IN-20.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home 1 day per week.

You will

  • Work in concert with the CI Program team to integrate CI awareness, analysis, cyber, collection and reporting, investigations, and briefing and debriefing programs to detect, deter, mitigate, and neutralize CI and terrorism threats to the Laboratories and their assets and to the DOE complex, with consideration for the importance of the science and technology missions for which these Laboratories exist.
  • Manage and lead the CI Program with a staff of 22 Counterintelligence Officers (CIOs), Analysts, Cyber CIOs, and Administrative Support; including strategic planning in partnership with the Laboratory Director and Senior Leadership Team.
  • Provide oversight of constituent programs under the larger CI Program umbrella - Analysis, Awareness and Defensive CI, Collection and Reporting, Cyber, Insider Threat, and Investigations - with direct oversight being delegated, as appropriate.
  • Partner and collaborate with LLNL, LBNL, and SLAC leadership, senior managers across the Laboratories, federal Field Office Managers, and DOE IN-20 to develop strategies and coordinate efforts.
  • Act as a liaison with the FBI and other U.S. intelligence community (USIC) members.
  • Provide workforce planning, budget planning and financial execution, and performance management.
  • Leader or participation in multiple working groups at the Laboratories.
  • Conduct or oversee certain investigations/operations, as appropriate.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
  • Bachelor's degree in Counterintelligence, Intelligence Analysis, Political Science, International Relations/Security, Criminal Justice/Law Enforcement, or other related field or an equivalent combination of education and extensive relevant experience.
  • Expert knowledge of and extensive management experience within the CI and CT community.
  • A record of distinction in the investigation and management of complex national security matters.
  • Extensive experience in management of an organization requiring priority-based allocations of funding, facilities, and human resources.
  • Exemplary collaboration and communication skills. The position requires considerable writing, classified briefings and presentations, and public speaking.
  • Interpersonal skills that foster teamwork, inspire confidence, and indicate the ability to interact professionally across the Laboratories, the DOE complex, and with liaison partners.
  • Extensive knowledge of and experience with applying CI concepts, principles, practices and laws, regulations, methods, and techniques.
  • The flexibility to function as an executive, manager, team member and mentor, as appropriate.

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance.
