Position Overview

The DHS Directorate of Science and Technology (S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into strategic policy and decision making to help protect the homeland. The Office of Strategy and Policy (SPO) is is charged to positively impact strategic and current mission execution within DHS/S&T and DHS Components with sound, innovative solutions, and independent analysis.

SPO oversees S&T-wide strategy development and sets strategic direction for the organization and ensures the linkage between strategy and policy development and planning. This Senior Strategic Communications Analyst will provide support to programmatic and business operations that is flexible, innovative, and responsive to the dynamic and evolving needs of DHS/S&T.



Responsibilities

    Ensure effective communication, managing logistics and scheduling between its members and outside personnel.
  • Ensure enterprise-wide integration of management efforts; leading knowledge transfer and mission analysis; supporting quality control/assurance and organizational performance assessments; and assisting with strategic planning.
  • Assist in the development and distribution of correspondence, briefings, spreadsheets, and schedules using the Microsoft Office suite of programs and tools.
  • Perform administrative tasks to include, but not limited to the following provide: scheduling, internal memos, filing, records management, and intranet website maintenance; arrange meetings, conference calls to include scheduling with other attendees; scheduling conference rooms; maintaining metrics for SPO and OCS efforts; arrangement conference calls and off-site meetings; and coordination of daily operations of the OUS and SPO Staff to include assistance in managing the S&T Sensitive Compartmented Information Facility (SCIF).
  • Assist in ensuring that written communication developed in SPO is of the highest standard, properly formatted, easily understood, concise and relevant to include posting of information on internal and outward looking websites, preparing outgoing correspondence, developing training materials and reviewing directives and guidance documents.
  • Coordinating outreach with S&T programmatic and communications offices to develop strategic messaging that highlights how S&T RDT&E initiatives enhance capabilities and efficiencies for DHS components and the first responder community.
  • Providing communications, outreach, and engagement support, including coordinating and planning content for USST and other S&T principal's field visits and related meetings.
  • Assisting in the drafting and production of an S&T External Engagement Strategy and follow-on Implementation Plans.
  • Supporting the development of integrated advocacy strategies for S&T leadership, focusing on Administration, interagency, DHS component, and industry priorities.
  • Coordinating a centralized S&T Outreach Calendar to capture S&T front office engagements and S&T conference/event schedules.
  • Crafting S&T Scheduling Forms for principal-level engagements.
  • Supporting the bi-weekly Stakeholder Engagement Working Group to identify strategic opportunities for elevating S&T's brand and value.
  • Creating talking points for external engagements.
  • Providing support to internal S&T-wide meetings to develop messaging, collateral, and digital content that underscore S&T's role in supporting DHS missions.


Required Qualifications

  • BA degree with 10+ years of experience.
  • Current Top Secret clearance with SCI eligibility


Preferred Qualifications

  • Possess a background in homeland security or a supporting organization and be familiar with governmental agencies and their functions.
