Job Purpose |
Deputy Director of Facilities Operations collaborates with Director of Facilities Operations in planning and directing maintenance and small construction of College of Charleston Education and General facilities, Residence Hall facilities, Athletic facilities, and other related campus buildings, structures and supporting infrastructure. Oversees repair, maintenance and operations of these campus assets. The Deputy Director plans, estimates, administers, and coordinates the development and execution of both in-house efforts and contracted renovations associated with the College's maintenance, repair, renovation, and migration programs. |
Minimum Requirements |
Bachelor's degree and 3-5 years of increasingly responsible construction and facilities maintenance experience in commercial and residential applications or 10 years of related work history. Experience working in a higher education environment is preferred. A valid SC driver's license, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel. Required Knowledge, Skills and Abilities |
Must be acquainted with the Secretary of the Interior's Standards for Rehabilitation, Maintenance and Repairs of Historic Buildings. Must have supervisory experience and have the ability to supervise, lead, and direct the work of a large and diverse workforce. Must have the leadership ability to successfully motivate and build a cohesive team that responds to the maintenance needs of the campus with a sense of urgency and professionalism to ensure appropriate and timely resolution to work orders.
Must have knowledge and experience in planning, estimating, and coordinating projects which involve maintenance, alteration, repair and capital outlay work. Must have knowledge and ability to conduct required inspections to ensure conformance with plans and specifications.
Must have considerable knowledge of general engineering and maintenance principles, practices, and efficient management skills. Must possess the ability to maintain effective relationships with faculty, staff, and other employees. Must be able to maintain, consolidate, analyze, and prepare comprehensive records/reports on projects completed.
Must have the ability to learn, operate, and utilize an electronic work order system to monitor maintenance work performed, scheduled and in progress. Experience in utilizing on-line work order systems preferred. Must have significant computer skills and be proficient in Microsoft Word, Excel, PowerPoint, and Outlook (e-mail). Must have the ability to exercise patience, diplomacy, tact, and professionalism, as well as, a customer service driven attitude. Must be able to assemble information in a clear, concise manner and accurately communicate this information to others. Must be detail oriented and possess strong organizational and interpersonal skills. Must be able to communicate effectively both orally and in writing and have the ability to manage a heavy workload with multiple deadlines and competing priorities.
All employees at the College are expected to perform their jobs in a safe manner in accordance with best safety practices as prescribed by their department, the Office of Environmental Health and Safety, and the Occupational Health and Safety Administration training as provided by Facilities Management at the College of Charleston.
Must be able to plan, organize, supervise and inspect the work of skilled maintenance personnel. Must have the ability to establish and maintain effective working relationships with high-ranking college officials, department heads, contractors and the general work force. Extensive knowledge of principles of building design, construction and materials necessary to repair, renovate and maintain College facilities. Thorough knowledge of planning techniques, estimating costs and scheduling of assets to meet deadlines required. Must have ability to prepare and present comprehensive reports or plans pertaining to the effective long-range maintenance and repair program for the College. |
Additional Comments Regarding Position |
Position requires that the incumbent work in close quarters, climb ladders/stairs, enter/exit hatches, and work on rooftops as necessary. Must be able to work in areas of excessive heat/cold and outside in inclement weather as required. Some overtime work and call back is required after normal working hours and on weekends, as needed. May be required to be on campus prior to and immediately following all emergencies such as hurricanes, floods, snow/ice storms, etc. |

1. Directs the maintenance and repair of all College of Charleston Education and General facilities, Residence Life facilities, Athletic facilities, and other related campus buildings, structures and supporting infrastructure (156 buildings consisting of approximately 3.7 million gross square feet spread over 6 locations). Assigns and reviews work, supervises and coordinates the activities of the building trades shop supervisors in the following shops:
HVAC Shop, Carpentry Shop, Lock Shop, Plumbing Shop, Electric Shop, Preventive Maintenance Shop, Event Support Shop, Paint Shop, and Residence Life Maintenance Shop. Ensures that all maintenance and preventive maintenance work is accomplished appropriately, with a sense of urgency and in accordance with current applicable building codes, high standards of workmanship, and safety requirements. Provides quality assurance and spot checks in-house and contract work, and ensures work meets the customer's needs. Provides reports as needed, outlining the status of each project.
Ensures appropriate and timely resolution of work orders and staff compliance with established procedures in regards to the work order management system. Manages staff conformance with data entry standards to ensure work orders are populated with appropriate information to reflect action taken, labor hours, parts, materials, and other historical and cost related items.
Collaborates in a lead capacity with the shop supervisor in preparing the annual budget for each trade. Provides on-going monitoring of budget and expenditures, including suggesting modifications, to ensure the budget is not exceeded. |

2. Oversees Facilities Management/contract work in assigned buildings and of special requirements of building occupants, such as exams, evening classes, etc. Develops cost estimates for in-house and/or contract construction, renovation, maintenance, special events, and repair programs for assigned campus facilities. Directs scheduling and coordination of all in-house labor for project execution with a goal of efficiency in the execution of the work. Develops/coordinates specifications and material lists for construction, renovation, maintenance and/or repair projects in College facilities. Supports development and maintenance of the College's technical standards manual. Performs/coordinates administrative activities including scheduling, accounting of funds, and inspection of work in progress. Coordinates training and professional development opportunities for Building Trades staff. Maintains staff awareness of regulatory standards, codes and benchmarks established by the College and other governmental, regulatory, and accrediting agencies. Reviews time cards, benefit reports, and time off requests/reports of all trade supervisors. Completes performance plans and appraisals for shop supervisors.
Oversees safety procedures, ensures supervisors hold employees accountable for performing their jobs in a safe manner in accordance with best safety practices as prescribed by their department, the Office of Environmental Health and Safety, and the Occupational Health and Safety Administration training. 3. Directs/supervises procurement of outside services for labor, materials, and equipment as necessary to perform work outside the normal capabilities of the Facilities Operations department. Liaises with external vendors, contractors and service providers that are contracted by the Facilities Operations shops. Liaises with contractors for abatement and remediation of mold, asbestos, lead based paint, and other environmental issues in campus facilities. Develops specifications and descriptions of service contracts for outsourced services, including elevator service and repair, air conditioning service providers, appliance service technicians, and small renovations. Monitors costs of contracted services. Provides quality assurance and spot checks contracted work, and ensures work meets the customer's needs. Provides reports on costs and services provided by the contracted service providers. |

4. Develops procedures and schedules for preventative maintenance, evaluates the effectiveness of preventative maintenance activities, and monitors costs. Identifies facility deficiencies and potential improvements. Develops plans to remedy deficiencies and implement improvements. Coordinates weekend and off hour work. Responds to facilities emergencies, including fire, floods, adverse weather, and power failures. Dispatches trades personnel to help remedy building issues from adverse events. |

5. Collaborates with Facilities Operations Director in preparing long/short range capital renewal and modernization plans, the department's strategic plan, feasibility studies, and Scorecard reporting. Maintains progress records on projects. Establishes and manages to the unit's goals and objectives. The position also monitors and evaluates individual staff progress to help achieve goals and objectives. Assists with identifying and prioritizing capital renewal and modernization needs for the campus. Assists in the design and implementation of inventory systems for equipment and supplies. Supports Facilities Operations Director in creating the justification/rationale documentation in support of the Vice President for Facilities Management solicitation for project funds.
Demonstrates safety knowledge by practicing, adhering to, and enforcing all proper safety procedures and
OSHA regulations pertaining to the building maintenance trades. Consistently wears/uses appropriate personal protective equipment as required. Responsible for ensuring that furniture, floors, walls, & surrounding work area is protected from dust & debris while work is being performed. Also responsible for ensuring that all job sites are thoroughly cleaned when work has been completed. |
