Job Description:

The Director of Educational Facilities oversees the coordination, management, and execution of the non-capacity Capital Improvement Program to ensure optimal results for all facilities. The Director (in collaboration with the Director of Capital Programs, Planning, and Design) assists in the formulation and administration of the Capital Improvement Program budget. The Director is responsible for the internal controls process of all Capital Improvement Program funds for non-capacity projects (to include order placement and invoice payments). The Director manages major renovation and repair projects for all schools and facilities within the division. The Director is responsible for ensuring projects are completed to ACPS owner standards and are informed by the Facilities Condition Assessments to support a first-class educational environment. The Director provides leadership to create a culture of proactive customer-service and uses innovative approaches for project management programs to manage projects in an efficient and cost-effective manner. The position supervises a diverse and multi-skilled, full-time and contractor staff. The Director routinely coordinates with peers, principals, departments, city offices, and community organizations.

The position reports to the Executive Director of Facilities and Operations.

Qualifications:

Education: Bachelor's Degree required with a preference for public administration, business administration, or engineering degree. Master's degree in related disciplines preferred.

Certificates & Licenses: None required. Relevant designations preferred (e.g. AIA, PMP, FMP, etc.).

Experience: Minimum of five years of progressive and significant experience in public school facility maintenance or related experience is required. Experience with the supervision of personnel, public sector finance and budgeting, contract administration, capital-project procurement processes, and capital program management in a school system preferred. Experience with a capital improvement program of $50M or more is preferred.

Essential Functions:


  • Responsible for overseeing the execution of non-capacity CIP projects, major renovations, and repair projects
  • Ensures planning objectives, design requirements, and facility needs are met
  • Works closely with procurement staff, Superintendent, and School Board to execute projects to support the first-class educational environment
  • Oversees project management operation including the creation of procedures and institution of best practice
  • Performs contract administration
  • Responsible for a comprehensive quality assurance program for all building systems operations and schedules of respective capital projects
  • Oversees facility condition assessments to inform the CIP and Master Planning efforts
  • Formulates, supervises, and administers the respective non-capacity capital improvement component of the division CIP budget
  • Oversees building commissioning and decommissioning (where applicable)
  • Responsible for an asset management system for effective workflow, quality control, and customer service support for project management operations
  • Provides regular status reports to senior administrators and the School Board to convey information on ongoing projects
  • Coordinates and oversees the completion of activities in all phases of the project cycle of facilities-related construction projects
  • Supports business and community partnerships and respective communication
  • Supervises assigned personnel. Organizes and implements an orientation program for departmental personnel
  • Supports the Department of Facilities and Operations to ensure communication, coordination, and collaboration among the three Facilities-related offices ( i.e. Office of Capital Programs, Planning and Design: Office of Educational Facilities; and Office of Maintenance and Custodial Services)
  • Must be available for contact after-hours for all project-related emergencies
  • Performs other duties as assigned to support the needs of the school division


Knowledge, Skills, and Abilities:



  • Must have the knowledge and use software technologies, spreadsheets, and word-processing for project and facility management (e.g. Excel, AutoCAD, GIS, BIM, FMX, School Dude, etc.)
  • Must be skilled in working with an urban, economically-diverse, multi-cultural community.
  • Must have the ability to take initiative, accept responsibility and be held accountable; motivate staff and develop teamwork; and maintain effective working relationships with various stakeholders (staff, administrators, students, parents, outside agencies, business and community groups, and the public)

  • Understand and support diversity, equity, and inclusion goals of the division
  • Demonstrated passion for precision, accuracy, and timeliness of reports
  • Superior organizational skills; and effective written and oral communication skills
  • Follow ACPS policies, processes, and procedures for internal controls


Physical Demands



  • May work during inclement weather conditions
  • May operate a district-provided vehicle around the division and surrounding areas

  • Criminal Justice Fingerprint/Background Clearance
  • Tuberculosis Skin Test.
