Overview:

The Integrated Services Group within the Integrated Operations Support Division (IOSD) at the Oak Ridge National Laboratory (ORNL) seeks a full-time Information Systems Team Lead to support the Facilities and Operations (F&O) Directorate. The successful candidate will lead the Information Systems team in the administration of the applications and services provided by the F&O Directorate. This position will be a key liaison to Information Technology Services Directorate (ITSD) staff and foster a strong partnership with F&O Directorate and ORNL stakeholders to develop, maintain, and improve information system operation.

The Information Systems Team Lead provides line management to the functional system administrators who are responsible for key F&O applications. These applications include but are not limited to Enterprise Asset Management (EAM), Computerized Maintenance Management (CMMS), Geographical Information Systems (GIS), Industrial Controls Systems (ICS) and numerous other Information Systems delivering a wide range of integrated services. This position coordinates project management, vendor oversight, technical project officer duties, software quality assurance, and the administration of enterprise level information systems. Other functions performed by the team include supporting end users, developing requirements documentation, procurement of licenses and vendor services, and ensuring compliance with cyber security requirements.

Major Duties/Responsibilities:

  • Line management of functional system administrators who maintain key enterprise facility information/work management systems.
  • Lead information system projects from conception to implementation including working with stakeholders to define requirements, coordinating ITSD support, and leading the staff performing system testing, product demonstrations, troubleshooting and end user support.
  • Forecast information system needs and develop a strategic roadmap to ensure enterprise level applications remain functional and meet the evolving needs of a growing, dynamic, cutting-edge research institution.
  • Coordinate the team's engagements with IT professionals to implement and test system development, improvements, changes, and software upgrades.
  • Technical Project Officer and primary point of contact for vendor relations. Define strategic application improvement opportunities, identify technologies, procure applications, manage installations of enterprise level systems and ensure quality and functional requirements are delivered according to contracts.
  • Lead the development of documentation and training materials on system functions and coordinate user training.
  • Benchmark industry, vendor, association, and other agencies to identify best practices.
  • Oversee the administration of quality assurance, documentation, and associated records management.
  • Provide excellent customer service to both research and support organizations including strong troubleshooting, analytical, communication, and problem-solving skills. Develop customer relationships, align operations to missions and assure customer satisfaction.

Basic Qualifications:

  • BS degree of engineering,information systems, or relevant field and a minimum of 8 years of relevant experience.
  • Strong Project Management skills, written and oral communication skills, analytical skills, negotiating skills, and business skills.

Preferred Qualifications:

  • MS of engineering,information systems, or relevant field.
  • Certifications such as PMP, Lean Six Sigma, and/or role-based IT certifications.
  • Working knowledge/experience with enterprise asset management (EAM) or computerized maintenance management systems (CMMS), like HxGN EAM, SAP, or Maximo.
  • Working knowledge/experience with enterprise geographical information systems (GIS), like Esri.
  • Working knowledge/experience with Industrial Control Systems including building automation systems (BAS), metering, and monitoring.
  • Experience working with operations, maintenance, or production organizations.
  • Background in software support or customer service with direct end-user contact
  • Administering enterprise-level, on-premises IT applications.
  • Experience managing mobile device deployment including hardware and application administration.
