Responsibilities:

  • Develop estimates for baseline execution plans (West Hackberry will need a full re-estimate when funded for CD-2/3).
  • Provide Independent estimates for each COR and new contract awards as well as when requested by management.
  • Maintain the latest estimate values in U.S. Department of Energy (DOE) Project Management Office (PMO) preferred ESTIMATING REPOSITORY system.
  • Perform a Comprehensive Estimate at Completion CEAC annually.
  • Review quantities, unit pricing, and unit man-hours.
  • Prepare estimates for a given scope of work using provided-quantity data and historical or market pricing information for Primary responsibility for the overall integrity of the Integrated Master Schedule (IMS) Baseline and Forecast.
  • Ensure IMS remains in compliance with Earned Value Management System Description (EVMSD) and Electronic Industries Alliance (EIA)748 test metrics.
  • Support status reporting throughout project controls effort.
  • Crosstrain with other team members to elevate the proficiency of the group.
  • Prepare estimates in strict compliance with Strategic Petroleum Reserve (SPR) requirements and best industry practices.
  • Assure all estimates and supporting documentation is filed securely in SPR databases.
  • Prepare conceptual/feasibility estimates and participate in the periodic budgetary planning processes.
  • Review and/or prepare various types of estimates such as: Rough Order of Magnitude (ROM), 30%, 75%, 100%, Approved for Construction (AFC) and Government Estimates (GE) as necessary.
  • Prepare estimates for SPR Change Proposals (CP) and Corrective Maintenance Procedures (CMP).
  • Participate in constructability design reviews.
  • Monitor local and national construction industry trends and recommend changes to SPR processes, practices and working data.
  • Collaborate with senior managers, project managers, finance, project controls, DOE, A/E personnel and others to assure construction estimates align with budgets.
  • Gather, analyze, and disseminate SPR estimating cost metrics as necessary.
  • Prepare Task Identification Planning Sheets (TIPS) as necessary.
  • Provide estimating support to procurement and construction management personnel to include but not limited to:
    • Technical evaluation of Subcontractor bid proposals.
    • Pre-Award surveys.
    • Field changes.
    • Field surveys.
    • Contract negotiations, claim and dispute support.
  • Provide contracting strategy assistance to procurement and project managers as requested.
  • Interface with project engineers/project managers throughout the entire project life-cycle.
  • Other duties as assigned.

Requirements:

  • H.S. Diploma/GED and Twenty (20) years' experience or bachelor's degree preferably in a technical discipline and sixteen (16) years of experience in performing a combination of the following functions: estimating, project management, construction management, field engineering, project engineering, project coordination, or project controls.
  • Must be proficient with estimating functions and methodologies in a construction environment.
  • Strong written and oral communication skills are required to develop presentations, create procedures and processes, analytical reports, and develop technical correspondence. Must be proficient in the use of Microsoft Outlook, Word, PowerPoint, SharePoint, and Excel programs.
  • Significant background industrial piping and mechanical estimating with some experience in electrical and instrumentation.
  • Working knowledge of the following programs: MC2, ASPEN, Timberline and/or InEight.
  • Professional experience with SAP.
  • Certified Project Management Professional (PMP) from the Project Management Institute (PMI); certification in construction cost estimating is also desired.
  • Must be U.S. citizen.
  • Successful drug screening.
  • Must be eligible to obtain and maintain a security or clearance badge.

Preferred Qualifications:

  • A bachelor's degree in engineering or construction management is desired.

Location/Work Arrangement:

  • This position is Remote Work Arrangement with occasional travel required.
