Responsibilities:
- Provide guidance on development of and improvements to the Latest Estimate 2 (LE2) 413.3b compliant Integrated Master Schedule (IMS).
- Support integration of various data systems and repositories in place on LE2.
- Provide input into the development of a 413.3b Compliant Earned Value Management System and Self-Governance Program.
- Oversee status reporting of project controls effort.
- Provide associated leadership to LE2 project team personnel including participating Fluor Federal Petroleum Operations (FFPO) Subcontractors, third-party Subcontractors and consultants.
- Facilitate LE2 input Strategic Petroleum Reserve (SPR) Project Margin and Analysis Reporting.
- Provide project controls support to LE2 organizations (Engineering, Contracts/Procurement, etc.).
- Support and respond to SPR Base Finance/ Budget and Cost requests (Audit, Funding Analysis, etc.).
- Provide Support and respond to U.S. Department of Energy (DOE) Finance Requests (Construction Project Data Sheet (CPDS) updates, Budget Request Presentations, data calls, Annual Operating Plan (AOP) reporting, etc.).
- Integrate, administer and maintain business systems and project management tools (P6, SAP, COBRA, SAFRAN, ESTIMATING REPOSITORY, etc.)
- Facilitate and coordinate the overall LE2 Change Management function:
- Finance Commission Division (FCDs)
- Baseline Change Proposal (BCPs)
- Illinois Community College Board (ICCB)
- Employee Concerns Program (ECP), etc.
- Other duties as assigned.
Requirements:
- B.S. or B.A. Degree in Engineering, Construction Management, or Business with 15 plus years of project control experience OR H.S. Diploma/GED and 20 years of construction and government project controls experience.
- Must have a strong knowledge of project control fundamentals including the ability to prepare various financial and schedule reports and presentations.
- Must be capable of researching and analyzing critical factors in schedules, budget/cost, and performance measures.
- Demonstrated proficiency in use of FP6, Microsoft Excel, Word, PowerPoint, Outlook, SharePoint and performance-based management systems is essential.
- Excellent written and oral communication skills are required.
- Previous jobs in the Petrochemical industries.
- Prior DOE federal contracting environment experience and EVMS implementation work experience in this field.
- Experience with SAP, SAFRAN Risk and Cobra.
- Project Management Professional (PMP), Planning and Scheduling Professional (PSP), and EVM certifications
- Must be a U.S. citizen.
- Successful drug screening.
- Must be eligible to obtain and maintain a security or clearance badge.
Location/Work Arrangement:
- This position is Remote Work Arrangement with occasional travel required.
