Astrion has an exciting opportunity for a Senior Program Manager to join the F-15 System Program Office within Astrion's Air Force Division.

JOB DETAILS

LOCATION: Dayton, Ohio

JOB STATUS: FT

TRAVEL: 30% or <

REQUIRED QUALIFICATIONS / SKILLS

  • Advanced Degree (Master of Arts (MA)/Master of Science (MS)) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
    • OR, BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
    • OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD
  • Current Required Security Clearance: Secret
  • Working Knowledge of the International Traffic in Arms Regulations (ITAR), transportation plan development, and the Defense Transportation System. The Contractor shall have an understanding of the Congressional Notification and Release in Principle/Release in Specific (RIP/RIS) approval process and support the program office in working through these processes.
  • FMS expertise

Responsibilities:

  • Provide FMS expertise for various FMS programs within the F-15 Division that are in varied DoD acquisitions stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines.
  • Assist with the monitoring, reviewing, analyzing and coordinating security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letters of Request (LOR), and Letters of Offer and Acceptance (LOA), the Foreign Assistance Act, the Arms Export Control Act (AECA), ITAR, and other relevant legislation.
  • Assist with pre-LOA Price and Availability (P&A) and LOA, SOO/SOW development/editing, and reviewing of proposals as assigned by the Government. The Contractor shall assist with reviews of various acquisition documents, export licenses, or other documentation submitted by the prime or original equipment manufacturers for Government review; and shall assist with release and coordination of Government responses.
  • Assist with the implementation and execution of assigned LOAs IAW the AECA, Security Assistance Management Manual, Defense Security Cooperation Agency (DSCA) Manual 5105.38-M and complete assigned projects with no or minimal assistance.
  • Provide support utilizing the Defense Security Assistance Management System (DSAMS), the Security Assistance Manpower Requirements System and the Manpower Requirements Package.
  • Provide acquisition expertise and advice to Security Assistance Program Managers (SAPMs), line managers, and functional team members across all phases of the acquisition process and insight into areas relating to acquisition policy, streamlining, management, and lessons learned. The Contractor shall ensure requirements are identified to provide initial support for new acquisitions or modifications of weapon systems through sustainment and disposal.
  • Work with functional managers, outside agencies, Contractor personnel, and others to support the program. Contractor personnel shall act as a liaison with functional directorates concerning preparation of technical material, management presentations and gather material in support of meetings, minutes, agendas, and compilation of briefings.
  • Establish and operate a system to monitor the status of program action items and track corrective actions for program milestones and goals.
  • Apply knowledge and experience in acquisition logistics philosophy, policies and procedures to USAF systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.
  • Support the coordination of all logistics elements (including but not limited to spares, SE, training, facilities, technical data, and provisioning) to ensure all integrated logistics support requirements for the program are identified and tailored to the F-15 Division's needs. Assigned personnel shall perform as key participant(s) in developing long term weapon system supportability approaches that further Government acquisition strategy goals and objectives.
