Overview
The Green Mountain Care Board (GMCB) seeks a self-directed individual to lead the development of modernization strategies to improve and streamline its data assets and collaborate with statewide efforts to enrich Vermont's health care data ecosystem. The Director of Health Systems Research & Analystics will be a member of the GMCB's Analytical Team which strives to produce actionable, timely and relevant information in support of GMCB's regulatory duties and for a variety of other audiences. This position will be responsible for assessing and improving efficiency and interoperability of data intake and dissemination, develop automated workflows, liaise with contractors on technical specifications to ensure production of highest quality output, and work to improve data quality across all GMCB's data assets. This position may also support other GMCB regulatory duties as well as health care delivery and payment reform activities. This position may be eligible for a hybrid telework schedule. Managerial, strategic planning and operations work at the executive level managing health research and analytics reporting, budgeting and analyses and their effects on the Vermont healthcare system. This role encompasses a wide range of data, analytics, research, planning, financial, regulatory, and administrative functions including acting as the Executive Director's designee in many aspects of health data and analytics. Extensive interaction occurs with Board Members, Accountable Care Organizations (ACOs), hospitals and health systems, community providers, Legislators, state agencies, health insurers, information technology organizations, and other organizations, including executive staff at all organizations listed.Reports directly to Executive Director. Work involves developing long range plans and programs related to overall health system research and analytics policy directives and organizational goals. Duties are performed with considerable latitude for independent judgment and professional expertise, working at a high level with the GMCB, Accountable Care Organizations (ACOs), hospitals and health systems, community providers, Legislators, state agencies, health insurers, information technology organizations, and other organizations. Environmental Factors
Work is performed primarily in a standard office setting, but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours. Incumbent will be expected to attend public meetings and hearings and to testify before the Legislature. A wide diversity of opinion and emotions can be anticipated for which diplomacy and tact will be required. Minimum Qualifications
Bachelor's degree or higher in computer science, data science, public administration or policy, or related field AND six (6) or more years of experience in IT, data analysis, research, and/or evaluation INCLUDING experience as a supervisor, manager, or team lead. Preferred Qualifications
