Position Summary
-
Performs skilled work in the construction, repair, and maintenance of water and sanitary sewer systems. Operates motorized construction equipment such as backhoes, loaders, dump trucks, high-pressure hydraulic sewer cleaning equipment, and related equipment. Performs utility location work in response to MISS Utility requests. Experienced Assistant Team Leaders initiate their daily assignments, follow through on assignments, and use independent judgment and training to take appropriate actions to deal with recurring situations. In the absence of the Collection and Distribution Team Leader or Collection and Distribution Supervisor, who assumes technical supervisory responsibility for the personnel assigned to a crew. Position Responsibilities / Essential Job Functions

- Lead by example to engage, inspire, encourage, and train other employees. Lead and assist the crew in the performance of assignments in maintenance, construction, and repair of the water distribution and sewage collection system.
- Perform sewer main excavation and repair work; new installations; sewer manhole maintenance; sewer main easement maintenance; lateral excavation and repair; fire hydrant maintenance and various other related sewer equipmentand facility maintenancework.
- Lead and assist work crew in performing manual field locating marking of sanitary sewer mains, laterals, manholes, water mains, lines, and other related structures asrequested. Locate and mark the horizontal location of water and sewer facilities following existing constructioncodes.
- Ensure job site safety by following all standard operationprocedures (SOPs) forsafety.
- Participate in the On-Call Program and perform after-hour emergency repair work.
- Participate in interviews, recommend selection of new employees, train, evaluate, and provide direct oversight of staff. Collaborates with engineering requests to perform field checks and as-built verifications for GIS updates
- Attend weekly safety and staff meetings at the Operation Center, providing information and updates to projects
- Operate air compressors and jackhammers, pumps, chain saws,and other equipment asrequired.
- Operate, train, and instruct team members in the correct operation of Prince William Water's vehicles such as backhoes, loaders, flusher trucks, asphalt rollers, trenches, and track machines. Regularly operate a diesel or gasoline-driven rubber-tired backhoe/loader used for excavating water and/or sewer lines for repair, maintenance, construction, snow removal, grading, loading dirt or gravel, and other materials as required. Operates high-pressure hydraulic sewer flushingequipment.
- Regularly services motorized equipment such as checking and adding oil, greasing machines, and/or refueling, cleaning, and complying with regular preventive maintenance schedules as directed by Fleet Maintenance. Advises Fleet Maintenance of any problems encountered while operating equipment. Inspects all systems for PreventativeMaintenance.
- Respond to requests generated by contractors, developers, other utility companies, customers, or sources to locate infrastructure features, which includes physically going out to the site/locationto locate lines with underground locating equipment, i.e., pipe-horn or m-scope. Mark the location of lines or facilities with paint, stake, or marking flagging. Meets with contractors/construction personnel on site to verify or confirm utility locations and location requests provide any other necessary information and answer questions aboutwork.
- Complete required documentation through Cityworks associated with the VA811 MISS Utility process. Sort and review requests by assigned areas to ensure request is in Prince William Water's responsible area, code, and record necessary information on completed tickets to be returned to Operations and Maintenance(O&M) Dispatcher/Monitor, schedule route for work requested, returns telephone calls and, if necessary, contacts contractors/utility companies that generated MISS Utility request to ask questions needed to complete work, answer questions, or confirminformation.
- Identify areas for process improvements using Plan Do Check Adjust (PDCA). Creates and deploys incremental and innovative improvements. Uses data-driven asset management to enhance proactive maintenance.
- Initiate project set up and close out forms for Capital Improvement Project work and inspect work performed by Unit Price Contractors working for Prince William Water.
- Collect, correct, and update site plans, construction plans, and Prince William Water's system maps with accurate information gathered in the field. Provides this information to appropriate personnel or locations.
- Meet with homeowners to advise them on the location of lines on privateproperty.
- Provide work direction and job assignments to UtilityWorkers.
- Monitor the work of private contractors working near Prince William Water'sutilities.
- Respond to customer needs and requests.
- Investigate and fix equipment problems.
- Prepare and maintain reports, Cityworks work orders, requisitions, timesheets, permits, eICS, and Cayenta reports.
- Assist Team Leader with advising and assigning employees to perform regular andemergency maintenance work.
- Operate a Prince William Water vehicle.
- May be deemed essential at anytime.
- Perform other duties as assigned orrequired.

Essential Skills and Experience
-
Essential Competencies:
- Knowledge of construction, repair, operation, and maintenance relating to the operation of underground water and sewer infrastructure.
- Knowledge of the occupational hazards and safety precautions of traffic control regulations, traffic laws, ordinances and rules involved in traffic control, and appropriate control utilization of trucks and equipment before beginning excavations.
- English usage, spelling, grammar, and punctuation; general mathematical principles; basic computer software applications.
- Knowledge of technical maps, engineering records, plans, and drawings.
- Communicate effectively, both orally and in writing; work cooperatively with others.
- Skill in the use of tools, equipment, and materials of the trade, including line locating equipment.
Minimum Education and Work Experience:
- High school diploma or GED.
- At least three years of progressively responsible experience in the maintenance and construction of water distribution and/or sewage collection systems.
- Or combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
- Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
- Valid Class A Commercial Driver's License (CDL) with Tanker endorsement upon hire or required to obtain and maintain within 120 days of employment in this position.
- Valid Medical Examiner's Card from passing a Department of Transportation (DOT) Physical upon hire or required to obtain and maintain within 120 days of employment in this position.
- Must pass air brakes knowledge test.
- Valid Forklift Operators Certification upon hire or required to obtain and maintain within 90 days of employment in this position.
- Valid Virginia Department of Transportation (VDOT) Basic Work Zone Traffic Control Certification upon hire or required to obtain and maintain within 90 days of employment in this position.
Minimum Lead/Supervisory or Management Experience:
- Supervises and directs the work of others.
