The NYISO's Market Structures department invites applications for a full-time Director, Market Solutions The Director, Market Solutions is responsible for the timely and on budget implementation of enhancements to the NYISO energy and capacity markets. The market design rules apply primarily to the enhancement of NYISO Energy Markets, TCC, Installed Capacity, virtual, financial, distributed energy and demand side products. Other products may be developed as required to enhance New York ISO's market design. ESSENTIAL DUTIES & RESPONSIBILITIES
- Develops a comprehensive long range Market plan for the New York ISO run markets under the direction of the VP, Market Structures with inputs from VP, Operations, CFO, VP, System & Resource Planning and Team Leader, Strategic & Business Planning.
- Work collaboratively with the Director, Product & Project Management, business owners, external stakeholders, federal and state regulators, and individual Product Managers to develop the market rules to enhance the following market products:
- Energy and Ancillary Service Market products
- Installed Capacity Market (ICAP) and resource adequacy products
- Transmission Congestion Contracts (TCC) related products
- Demand Side Management (DSM) and Distributed Energy Resource related products
- Virtual and Financial products
- Other market products as needed
- Responsible for reviewing the State of the Market Report from NYISO's Independent Market Advisor and preparing market enhancements in response to the findings of the State of the Market
- Co-owner of the SOC 1 SDLC controls, responsible for updating controls, and ensuring controls are followed throughout the software development lifecycle.
- Work closely with NYISO business owners (at the Senior Management level), external stakeholders, and NYISO Senior Leadership to develop the yearly Project Commitments in the NYISO Business plan. Ensure that product plans and strategies are consistent with the NYISO strategic plan and business objectives, as well as the business priorities and product portfolio definitions as directed by the Senior
- Manage vendor relationship and contract negotiations with vendor. Upon execution of the contract, manage vendor relationship to ensure timely delivery and quality of contracted
- Organize the development, management, and execution of the NYISO project portfolio. Lead the creation of project resource and cost estimates, building a detailed work breakdown/project plans, lead project management oversight to ensure the plan is maintained and progress is tracked, develop and report appropriate metrics such that plan progress can be tracked by management and stakeholders, identify deviations from the plan and recommend remedial actions. Manage NYISO projects in accordance with project budgets and strategic plan; coordinate changes to the plan with
- Coordinate the development and documentation of NYISO customer requirements in support of project and product plans. Facilitate requirements development and design processes with stakeholders to produce documentation artifacts in support of the software and project lifecycle processes (Concept of Operations (COO), Functional Requirements Specifications (FRS), ). Coordinate the detailed definition of business issues, stakeholder requests and customer initiatives in accordance with the strategic priorities as defined by Senior Management.
- Responsible for development and implementation of market enhancements for creation of a broader regional Responsible for "seams" report and action items.
- Support New York ISO's objective to be an Authoritative Source of Information by actively participating in conferences, FERC proceedings and technical conferences, IRC Market related committees, NAESB and other forums to raise awareness of the strengths New York Markets Design.
- Work collaboratively with the Strategic Planning group to gain knowledge and awareness of the market structures of other competitive markets in the US and

SUPERVISORY RESPONSIBILITIES Manage and oversee the Energy Market Design, Capacity Market Design, New Resource Integration and Technology Development teams, and Principal Economist dealing with evolving the Energy, Ancillary Service, Installed Capacity and TCC markets, and integrating emerging energy technologies into the wholesale markets. This position may also have additional Principal or senior level engineers or economists report directly in the future. QUALIFICATIONS:
- Bachelor's Degree in Engineering, Operations Research, Finance, Economics or other related technical field required.
- Master's Degree strongly preferred or equivalent combination of education and
- Knowledge of Power Systems Engineering and Economics is preferred.
- Fifteen years of work in the Electric Utilities Industry
- Ten years of market development experience with expert knowledge of power system operations, system planning and electricity markets, or an equivalent combination of education, training and experience.
