The New York City Department of Investigation ("DOI") is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.

DOI's Squad 5, which oversees City-elected officials, City-funded not-for-profit organizations, City agencies involved in the City election process, the Department of Youth and Community Development (DYCD), the Department for the Aging (DFTA), the Department of Information Technology and Telecommunications (DoITT), and the Office of Administrative Trials and Hearings (OATH), seeks a highly skilled and motivated attorney to serve as Special Counsel/Assistant Inspector General. The attorney in this role will conduct and assist a variety of highly confidential and sensitive investigations into corruption, fraud, waste, and misconduct involving New York City officials, employees, and persons or entities doing business with the City.

The Special Counsel/Assistant Inspector General will be responsible for, among other things:
1.Drafting and editing a variety of documents for both public and internal audiences, including complex investigative reports and legal memoranda;
2.Reviewing and analyzing legal documents, financial records, and other documents, including contracts, vendor records, agency policies, and controls;
3.Conducting legal research and analysis;
4.Preparing subpoenas and document requests, and managing responses;
5.Conducting interviews of witnesses and subjects; and
6.Working collaboratively with other investigative units, prosecutorial bodies, and City agencies.
The ideal candidate will have extensive legal writing experience, including writing and editing investigative reports and case referrals, preparing investigation summaries, drafting subpoenas and court orders, and authoring legal correspondence and memoranda.

If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.

Preferred Skills

-Juris Doctor (JD) degree from an ABA-accredited law school Active bar membership from any of the 50 states, District of Columbia, Puerto Rico, or the US Virgin Islands a minimum of five years of recent full-time relevant legal experience subsequent to admission to any bar.
-Five (5) or more years of professional legal experience in investigations, criminal or civil litigation, government, regulatory, or similar legal fields.
-Excellent legal writing and editing skills, with extensive experience drafting reports, memoranda, briefs, pleadings, and correspondence with limited supervision. Prior experience drafting and editing investigative reports highly desired.
-Effective at communicating complex information to internal and external stakeholders in an accessible manner.
-Experience conducting interviews, depositions, or other testimony.
-Comfort with using technology in connection with long-term investigations.
-High degree of professionalism, including ability to represent agency before senior City officials.
-Excellent interpersonal skills, with an ability to communicate effectively with a variety of personnel at DOI, other law enforcement agencies, and officials at City agencies.
-Proactive and takes ownership over the mission of the work unit.
-Ability to manage multiple priorities and operate effectively in a fast-paced work environment.
-Ability to work with teams composed of investigators, attorneys, policy analysts, and auditors, and to comprehend financial, statistical, and policy issues raised in connection with investigations.
-Effective problem-solving abilities and demonstrated sound judgment.
-Knowledge of New York City government is a plus but not required.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
