Job Summary

Acentra Health is seeking a motivated and analytical Estimating & Pricing Associate to join our dynamic and fast-paced team. As an Estimating & Pricing Associate, you will play a critical role in the development of compliant, competitive, and data-informed pricing proposals. You will build and maintain detailed cost models, support level-of-effort (LOE) estimating, and analyze pricing strategies that influence high-stakes decisions across the organization. Your work will directly support Acentra Health's pursuit of new and recompete contracts-shaping how we deliver value to our clients and the communities we serve.

Responsibilities:

  • Prepare, validate, and support the development of detailed, fully compliant pricing proposals in response to government RFPs, including all components such as labor, indirect costs, ODCs, subcontractor pricing, and escalation factors.

  • Translate RFPs, Statements of Work (SOW), and internal planning inputs into level-of-effort (LOE) estimates by labor category, task, and performance period using historical data, benchmarks, and operational assumptions.

  • Identify key pricing levers-including labor mix, geographic location, fringe and G&A rates, subcontractor markups, and inflation-and recommend strategic trade-offs to enhance cost competitiveness without compromising performance.

  • Build and maintain customized pricing models and dashboards using Excel and other data tools; analyze trends from past proposals and assist with margin sensitivity and scenario planning.

  • Develop polished pricing summaries, slides, and visuals to clearly communicate cost assumptions, pricing scenarios, and recommendations to internal stakeholders.

  • Review complex RFP pricing instructions to ensure all deliverables-including pricing volumes, cost justifications, and formats-are compliant with solicitation requirements and internal policies.

  • Collaborate cross-functionally with Operations, Product, Proposal Managers, Business Development, Subcontracts, and SMEs to validate cost assumptions, gather rate inputs, and ensure alignment across pricing, technical, and contractual volumes.


Qualifications

Required Qualifications, Knowledge, and Experience

  • Bachelor's degree required.

  • Minimum of 1-2 years of experience in pricing, proposal development, cost estimation, or business/data analysis within a government contracting environment. Relevant internships or co-op experience will also be considered.

  • Strong written and verbal communication skills with the ability to present complex ideas clearly.

  • Proactive and intellectually curious, with a strong desire to learn and grow.

  • Well-organized and capable of managing multiple priorities in a fast-paced, deadline-driven environment.

  • Comfortable working in a compliance-heavy setting with evolving requirements.

  • High attention to detail and accuracy, especially under tight deadlines.

Technical & Analytical Skills:

  • Proficient in Microsoft Excel, including the use of formulas, pivot tables, and cost model development.

  • Familiarity with common government pricing structures such as Firm-Fixed-Price (FFP), Time & Materials (T&M), Cost-Plus-Fixed-Fee (CPFF), and hybrid pricing models.

  • Understanding of level-of-effort (LOE) modeling and workforce planning methodologies.

  • Ability to analyze Statements of Work (SOWs) and technical volumes to build accurate, defensible cost estimates.

  • Experience with data visualization or reporting tools such as Power BI or Tableau is a plus.

Preferred Qualifications:

  • Experience supporting proposals or pricing efforts for state Medicaid, CMS, or other healthcare-related government contracts.
  • Familiarity with the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and state-level procurement requirements.

Compensation

The compensation for this role is $50,000.00 - $76,000.00 base salary

Based on our compensation program, an applicant's position placement in the pay range will depend on various considerations, such as years of applicable experience and skill level.
