BASIC PURPOSE:

Coordinates the 8(m) permit and Dig Safe programs and maintains data integrity and reporting for the Operations Division.

SUPERVISION RECEIVED:

Works under the general supervision of the Program Manager, Construction Permitting.

SUPERVISION EXERCISED:

Provides functional supervision and direction to assigned staff. Ensures activities conducted by assigned staff adhere to established program guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Develops, maintains, and processes all related permits including 8(m) permits, direct connection permits and applicable environmental permits. Represents Department at meetings and in communications with outside agencies, firms, and contractors to represent MWRA interests as needed.
  • Maintains coordination with outside 8(m) permit applicants and completes a thorough review of all engineering issues related to permits. This includes the screening of project inquiries, coordination meetings, site visits and establishing permit conditions.
  • Coordinates permit related issues with in-house operational staff and engineering support staff as needed.
  • Supervises all aspects of contractors' and MWRA communities' work on MWRA waterworks and wastewater facilities, resulting from 8(m) permit applications to ensure conformance to specifications, including inspection of materials used, locating and marking of MWRA water and sewer infrastructure..
  • Supervises construction inspection staff and provides overall direction to staff concerning technical requirements to ensure that there is consistence and coordination among and within the staff on practice, procedure and implementation. Schedules field activities for assigned staff using various means including assigned software.
  • Coordinates with Work Coordination staff to schedule inspection work, and with field managers to schedule needed valve operations resulting from 8(m) permit applications.
  • Coordinates division Dig Safe activities, including responding to Dig Safe excavation notifications on a timely basis and ensuring that emergency and non-emergency mark outs are completed as needed.
  • Develops and maintains databases to track, monitor and report on permits for the water and wastewater systems. Prepares reports as directed to report on open and completed permits.
  • Reviews and supports the process of documenting and approving municipal, private and special connections to the MWRA sewer collection system.
  • Attends daily and weekly meetings with Permitting, Maintenance and Operations Managers.


SECONDARY DUTIES:



  • Makes recommendations for ongoing system improvements.
  • Performs related duties as required.


MINIMUM QUALIFICATIONS:

Education and Experience:



  • A Bachelor's Degree in Civil or Mechanical Engineering or related field; and
  • At least five (5) years of related experience in water or wastewater inspection, design, engineering or construction. Large diameter pipeline system or metropolitan area waterworks and/or wastewater experience preferred; or
  • Any equivalent combination of education and experience.


Necessary Knowledge, Skills and Abilities:



  • Working knowledge of the maintenance, repair and replacement of large operational equipment and systems within a large wastewater collections system or water transmission and distribution system.
  • Ability to read and understand blueprints, detail records and record drawings
  • Familiarity with personal computers and associated software programs desirable.


SPECIAL REQUIREMENTS:

A valid Class D Motor Vehicle Operator's License.

A valid Grade II Water Distribution License Operator in Training or Grade II Wastewater Collections Systems Operator Certificate.

TOOLS AND EQUIPMENT USED:

Office equipment as normally associated with the use of telephone, personal computer including word processing and other software, copy and fax machine.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee regularly works near moving mechanical parts, and is occasionally exposed to fumes, airborne particles, toxic or caustic chemicals and risk of electrical shock.

The noise level in the work environment is very loud in field settings and moderately loud at pumping stations. Hearing protection is required for some field work in this job.
