Position Summary

This position may be located in Cape Fear, Clinton, Maxton or Whiteville, NC.

This position supports development and implements the annual work and resource plans to achieve optimum efficiency and cost per unit goals and targets for all distribution processes (e.g., customer orders, construction, maintenance, and restore). This includes providing cost analysis, work plan adjustment (realignment for current conditions) process support and implementation, resource forecasting, material/inventory management, and resource assignment (contractor, construction, and/or service personnel). Additionally, this position serves as a jurisdictional point of contact for assigned centers of excellence. This position supports the development and implementation of approximately $500 million (Carolinas), $120 million (Florida) and $146 million (Midwest) annual capital Customer Delivery Operations (CDO) Work Plans and Construction Planning labor resource Plans. In addition, he/she continually adjusts these plans to align with budget requirements, while completing the highest priority work. This position is accountable for managing a work plan to optimize the effectiveness of 2,190 craft workers in the Carolinas, 780 craft in Florida and 1,210 in the Midwest. Work planning is also provided for 429 Engineering and Construction Planning personnel in the Carolinas, 110 in Florida and 200 in the Midwest to make the effective utilization of over 4,200 craft personnel possible. This position owns the resource planning process for the management of the annual work plan. Resource Planner is accountable to:

Support development of the annual work plan. * Communicate the annual work plan to stakeholders. * Facilitate implementation of the annual work plan for all projects on the planning horizon. * Consult with stakeholders to gather annual work plan data, set priorities, and make adjustments needed to effectively match work and resources for work balance (levelization).* Communicate and implement changes to the annual work plan. * Initiate and conduct monthly work plan meetings with stakeholders to ensure that business goals and objectives are being met by adhering to the plan and making necessary adjustments. * Develop positive working relationships to effectively coordinate work activities with all stakeholders. Stakeholders include, but are not limited to, Asset Management, CD Planning, R&I, Joint-use, Design Engineering Leaders, Designers, CD Planners, CDO Supervisors, Contractor Specialists, and Contractor Leadership. The accountabilities above require execution of the following tasks:* Coordinates crew complement additions/changes/deletions through collaboration with Scheduler, CD Supervisors, Resource Specialist, Contractor Specialist and Contractor Manager. * Collaborates as needed to move resources across boundaries to ensure effective deployment. * Applies knowledge of labor/equipment contracts to recommend most effective procurement (i.e. lump sum bid, cost plus, units) and utilization of supplemental resources needed to handle workload within budget constraints. * Provides support for the work planning process by identifying potential work bundling opportunities, and coordinating and planning joint Customer Delivery Operations project activities.* Actively engages stakeholders within the assigned geographical area by being highly visible and available. This includes, but is not limited to, problem resolution, attending local and zone meetings. * Serves as an embedded entity on planning, engineering, and construction staffs to promote collaboration between all parties related to the annual work plan.

Responsibilities
  • Facilitate implementation of the annual work plan for all projects on the planning horizon. Consult with stakeholders to gather annual work plan data, set priorities, and make adjustments needed to effectively match work and resources for work balance (levelization). Deliver a cost effective and efficient resource plan to the scheduling function. Monitor and optimize long range implementation plan and direct required schedule changes. Initiate and conduct monthly work plan meetings with stakeholders to ensure that business goals and objectives are being met by adhering to the plan and making necessary adjustments.

  • Support field resources and financial centers of excellence owners by investigating/resolving resource (labor, fleet, material, other) issues, and key processes (restore, customer orders, inspection & maintenance, business support and lighting).

  • Duties include monitoring targets and Key Performance Indicators to achieve goals, cost per unit analysis, and specific project cost/variance support. Assist with the monitoring of capital and O&M budgets and development of associated mitigation plans.

Required/Basic Qualifications
  • Bachelor's degree and 3 years related work experience OR

  • Associate's degree and 5 plus years related work experience OR

  • In lieu of a degree, High School/GED AND 7 plus year(s) related work experience

Working Conditions
  • Hybrid Mobility Classification - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to a Duke Energy facility.
