STV is seeking a Contract Manager - Aviation (Construction Task Order Manager) for the Construction Management team in Los Angeles, CA. The Construction Task Order Manager will collaborate with LAWA's project delivery teams to prepare task order solicitations and deliver executed Task Orders. The environment is an extremely fast-paced, multi-tier stakeholder engagement and reporting structures. Essential Job Duties1.Project & Contract Management Lead the development, execution, and administration of task order solicitation, task orders, and amendments under the MATOC program. Manage TOS prioritization and tracking project TOS milestone dates, Ensure Task Orders support program objectives, mitigate risks, and comply with all applicable regulations. Continuously update and maintain contract templates and procurement work streams to ensure standardization, eciency, and regulatory alignment. Provide strategic guidance on task order-related issues, identifying potential risks and recommending solutions to prevent project delays or legal challenges. Develop and implement best practices for task order lifecycle management to streamline processes and enhance contract eciency. 1.Stakeholder Coordination & Reporting Serve as the primary liaison between multiple stakeholders, including: Cost Control Managers (CCMs)/Project Managers (PMs): Ensure contracts align with project scope, schedule, and delivery milestones. Delivery Executives: Provide updates on contract execution and risk mitigation strategies. City Attorney Oce and Compliance Teams: Ensure contracts meet legal, regulatory, and procurement standards. Economic Impact Team: Ensure that TOS contain BOAC approved contract requirements. Board Oce & Auditors: Maintain transparency and provide task order documentation as required. Airport Development Administration: Communicate TOS look ahead and awards and provide administrative documents to ensure MATOC rms and subsequent task orders are recorded in LAWA's nancial system. Assist with transmittal of change orders to facilitate prompt payment. LAWA Strategic Sourcing Division: Coordinate use of Bonre, or other LAWA platform, to communicate task order solicitations from initial advertisement to award. Contractors/Consultants: Communicate with Industry partners, contractors, and consultants to manage expectations, provide updates, training and feedback. Prepare and submit timely and accurate data reports to the Economic Impact Team (EIT) ensuring timely and accurate contract and Task Orders status updates, and nancial tracking. Maintain a MATOC database that tracks all contract data, including but not limited to: contractual and Task Order commitments, real time task order solicitation activities, amendments, subcontractor additions, conict determinations, and compliance documentation. Act as a key advisor to senior leadership, identifying potential contract risks and recommending corrective actions. Experience & Skills At least 15 years of progressive experience in Public Sector contract management, procurement, audits and compliance for large-scale construction, professional services and infrastructure projects. Extensive expertise in Design-Bid-Build, Design-Build and CMAR MATOC contract structures, including task orders, amendments, and dispute resolution. Strong leadership and project management skills, with a proven ability to manage high-value contracts in a complex, high-pressure environment. Deep knowledge of MATOC terms, City Charter, public contracts, and procurement codes to ensure full regulatory compliance. Proven ability to thrive in a fast-paced, multi-tiered stakeholder environment, managing competing priorities with a strong sense of urgency. Strong negotiation, communication, and analytical skills, with the ability to work eectively with government agencies, legal teams, nancial departments, and risk management professionals. Demonstrated experience in developing and maintaining templates, work streams, and procurement documentation. Experience in developing and leading training programs on contract management and compliance. Ability to analyze contract risks and develop proactive mitigation strategies.
