DEPARTMENT OVERVIEW

Administratively located within the Finance, Operations, and Administration (FOA) division, our primary duties are to promote, facilitate, and provide expert consultation for EH&S programs in support of university operations. We are responsible for monitoring compliance with environmental, health and safety programs intended to minimize or prevent occupational injuries and illnesses in the workplace and to protect the quality of the surrounding environment. EH&S advises the campus community on responsibilities with respect to health, safety and environmental issues; recommends appropriate corrective actions; and helps implement new health and safety programs. EH&S also acts as liaison between UCSC and various external agencies and regulatory bodies. Our actions and decisions have the potential for high visibility and serious consequences to the campus and the community. EH&S programs include a broad and complex range of disciplines including areas such as laboratory and research safety, industrial hygiene, environmental management, radiation safety, hazardous materials control, information technology, ergonomics, biosafety, emergency management, and fire safety. The mission of UC Santa Cruz Fire Safety and Prevention is to protect life and property from the destruction of fires and related perils through the direct action of prevention and preparedness for such events. The Fire Marshal's office oversees Title 19 inspections and Title 24 construction code compliance including: fire protection consultation on campus projects, engineering design criteria for fire and life safety, code interpretations, and recommendations to Physical Planning & Construction staff on campus building construction and renovation activities. The office also reviews and approves construction plans and inspects buildings during construction/renovation, including acceptance tests for fire alarms, sprinkler systems, and other fire safety systems.

JOB SUMMARY

Under the general supervision of the Designated Campus Fire Marshal, the Deputy Fire Marshal assists in the management of fire prevention and public education programs. The Deputy Fire Marshal oversees the Title 19 inspection program, performing comprehensive fire code compliance inspections of all campus buildings on an annual basis and monitoring necessary follow-up activities. The Deputy Fire Marshal may also assist with the Title 24 program. The Deputy Fire Marshal also assists Colleges, Housing, and Educational Services (CHES) with conducting annual fire drills for campus residential facilities and provides general guidance on the California Fire Code to the campus community.

APPOINTMENT INFORMATION

Budgeted Salary: $77,000 - $92,550/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

70% - Code Compliance Inspections

  • Performs Title 19 inspections, including comprehensive fire code compliance inspections of all campus buildings on an annual basis and monitoring necessary follow-up activities.
  • Assists with review and inspection of new construction under the Title 24 program

15% - Training and Outreach

  • Develops, implements, and manages fire prevention and public education programs.
  • Provides general guidance on the California Fire Code to the campus community.

10% - Building Evacuations and Fire Drills

  • Assists Colleges, Housing, and Educational Services (CHES) with conducting annual fire drills for campus residential facilities.
  • Assists campus Building Emergency Coordinators (BECs) with conducting various building evacuations and fire drills.

5% - Campus Liaison

  • Represent the Campus Fire Marshal at meetings and events in their absence.

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience and / or training.
  • Knowledge of fire and life safety codes, regulations, and standards including: California Code of Regulations (CCR) Titles 8, 19, 22, 24, California Building Code, California Fire Code, and National Fire Protection Association (NFPA) standards.
  • Knowledge of fire protection principles, application of fire and building codes, safety, and related training methods.
  • Ability to promote and maintain a team-oriented work environment and ensure intra and inter-team/unit cooperation, communication, and professionalism.
  • Ability to interpret and apply applicable local, state, and federal regulations and related standards and guidelines.
  • Excellent written communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Excellent verbal and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Demonstrated analytical and organizational skills to organize, prioritize, and manage the successful completion of projects within time and budget constraints.

  • Proficient in the use of personal computers using Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and Google Office Suite (Docs, Sheets, Slides, etc.).

PREFERRED QUALIFICATIONS

  • BA or AS degree in Fire Science /Technology or building design.
  • ICC Fire Inspector 1 (complete in 1 year as condition of hire)
  • California State Fire Training Fire Inspector 1 class series (Fire Inspector 1A, 1B, 1C, 1D) (complete in 1 year as condition of hire)
  • Ability to review plans in one of the following areas: architectural, automatic sprinklers, fire alarms and/or water and access.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Ability to work long periods of time at a computer with or without accommodation.
  • Ability to work long periods of time in wilderness conditions and to travel to remote areas.
  • Ability to perform work in a rugged physical environment and inclement weather with challenging infrastructure requirements.
  • Ability to walk to and work in remote areas with rugged terrain, heavy brush, biting and stinging insects, bears and mountain lions.
  • Poison Oak is present. Incumbent must be willing to take the measures required to work in contact with and cut/remove poison oak.
  • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
  • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
  • Ability to ascend/descend ladders with or without accommodation.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.

  • The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
  • Ability to work occasional evenings and weekends as directed.
  • Ability to respond to emergencies after hours as necessary.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.

  • Ability to work safely in areas where hazardous materials are present or stored.
  • Ability to wear a respirator in accordance with the California Code of Regulations Title 8, 5144.
  • Ability to wear proper safety attire (long pants, closed-toe shoes, etc.) and personal protective equipment common in a laboratory setting.
  • Ability to read signs and follow directions on labels that are written in English as well as ability to read and understand Material Safety Data Sheet (MSDS) and the proper use of chemical compounds.
  • Ability to travel to multiple work locations on and off campus.
