Job Announcement

Come work for Fairfax County's nationally accredited Department of Public Works and Environmental Services (DPWES) to lead our award-winning Stormwater Planning Division (SWPD) in reducing flood risk and protecting local watersheds and the Chesapeake Bay. Participates in the management and condition assessment of Fairfax County storm sewer asset management program. Uses mobile platform video inspection equipment and software to lead the collection, review and analysis of the condition assessment data collected with closed circuit television (CCTV), scanner, pole camera and other survey instruments. Evaluates the asset condition of the sewer pipe defects, classifying the type of repair, maintenance or rehabilitation that must be performed on the asset, and recommends follow-on action. Uses the Enterprise Asset Management (EAM) system to create and prioritize work orders, refers work orders to other sections for appropriate repair, maintenance or rehabilitation. Maintains and updates rehabilitation paper and electronic files for the work group. Monitors lining contractor's work and ensures that lining contractors or county employees adhere to all safety requirements. Performs field inspections to evaluate contractor compliance to contract specifications. Conducts citizen complaint investigations, documents observations, and prepares work orders for follow-on maintenance activities.

NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Pipe Assessment Certification Program (PACP).
  • Manhole Assessment Certification Program (MACP).
  • Confined Space Certification.
  • VDOT Work Zone Safety Traffic Control Intermediate Certification within 18 months of hire.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Working knowledge in reviewing pipe inspection data and identifying and appropriately coding storm conveyance system asset defects.
  • Experience operating remote electronic CCTV and computer equipment and troubleshooting equipment breakdown.
  • Thorough knowledge of inspection process through initiative and applying basic engineering principles;
  • Ability to prepare clear, concise and well-documented technical reports.
  • Working knowledge in the use of computerized maintenance management systems, GIS and Microsoft Office applications e.g Word, Outlook and Excel.
  • Possess skills oriented toward providing outstanding customer service to stakeholders.
  • A pipeline assessment and program certification (PACP) and/or manhole assessment and program certification (MACP) is preferred.
  • Possession of work zone safety basic or flagger certification.

PHYSICAL REQUIREMENTS:
Ability to operate a motor vehicle to drive to/from job sites, off-site meetings, training and/or conferences. Ability to operate keyboard driven equipment. Ability to push, pull, stoop, walk, climb, bend, lift and carry objects weighing up to 90 lbs. with assistance and ability to walk/traverse rough, icy, broken terrain, go up and down steep hills, slopes and steps at a sustained rate. Incumbent must be physically and mentally capable of performing confined space entry operations with entry via 21" diameter manholes with vertical descent using integral or portable ladders. Physically and mentally able to use all applicable personal protective equipment in an outdoor and underground environment including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness, emergency retrieval systems and atmospheric monitoring equipment. All duties performed with or without reasonable accommodations.
