SUMMARY:
Support Navy use of EPRWeb for environmental planning, programming, budget formation, and budget execution tracking.
DUTIES AND RESPONSIBILITIES:
* Troubleshoot user issues related to USN Environmental Portal.
* Train Navy employees and personnel in Navy Environmental PPBE and its associated use of EPRWeb, including functionality and use of various modules - particularly for environmental programming and execution formation and tracking, use of the Navy Environmental Guidebook, and POM Guidance.
* Training may be either in person or using online meeting software.
* Interface with clients and users (at OPNAV, CNIC, COMPACFLT, and USFLTFORCOM or other commands) in the context of their organizational roles in budget formation and execution, and their corresponding interactions with EPRWeb.
* Generate customized reports and draft presentations (e.g., MS Excel pivot tables and powerpoint presentations), to support programming, budget formation and execution tracking.
* Work with financial data imported from other Navy or DoD systems to support budget execution tracking.
* Support government decision-making related to environmental budgets.
EDUCATIONAL REQUIREMENTS:
* Graduation from an accredited (by the U.S. Department of Education or by a USDE approved regional accreditation body) college or university with a Bachelor's Degree or Master's Degree in environmental engineering/science, or business, or a related field.
* Experience Requirements: Five (5) years of experience with EPRWeb and the Navy's environmental PPBE processes, or equivalent.
Experience should demonstrate:
* Expertise with the usage of EPR Portal, including requirement for and function of the fields in EPRWeb, EPR development and troubleshooting, execution plan development and management, POM development, running and customizing reports for users, and
use of modules within EPR Portal, such as EPRWeb, EDMWeb, Conservation, and Cultural Resources.
* Experience with OPNAV, and at least one Navy BSO's environmental business processes, including the POM and execution processes and financial systems.
* Understanding of OPNAV, CNIC, NAVFAC, and FLT organizational structures and roles and responsibilities as they relate to Navy environmental management.
* Understanding of the EPRWeb Guidebook.
* Advanced user level of expertise with computerized data manipulation, querying of databases, export, analysis, and manipulation of data using spreadsheets and pivot tables.
* Experience training others. Experience must demonstrate capability for "self-starting," and problem solving, meeting deadlines, and adapting to new environments or challenges.
* Education and experience should demonstrate strong written and oral communication skills.
* Experience in researching and preparing technical documents and presentations.
* Knowledge of primary environmental laws, regulations, statutes, and DoN and DoD policies applicable to Navy activities, (e.g., NEPA, ESA, MMPA, CZMA, EO 12114).
ADDITIONAL QUALIFYING FACTORS:
Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
