Mission: Quantum is seeking a Bunker Inspector Analyst for the APEO for International Programs coordinates international activities for and on behalf of the PEO, issues guidance and assistance to PEO and PMs relative to FMS case development and management and provides situational awareness to the PEO on potential and upcoming FMS buys. Responsibilities:
- Serves as a Mid-Grade to Senior-Grade Analyst (Program) and Physical Security (Bunker Inspector). This applicant will be the Action Officer responsible for the coordination, inspection, and certification of foreign bunkers and arms rooms that house designated weapon systems sold to that country through Foreign Military Sales (FMS). Applicant Candidate is responsible for physical security inspections and surveys of foreign country storage facilities containing Enhanced End Use Monitoring (EEUM) designated weapons systems. In addition to duties as a bunker inspector, the candidate applicant needs experience as an analyst (program).
- Additional Analyst duties will require working with foreign countries and all PEO M&S PMOs on PEO systems for Pre-LOR/FMS efforts that include systems and capabilities from: STRIKE, IFMC, STARE, SHIELD, STORM, C-UAS, IFD, and TAGM Offices. Additionally, be the subject matter expert for LOR process as defined in the SAMM, General Financial Policies, Section 333/BPC and appropriate sections of AR 12-1 and DA PAM 12-1. Provide APEO-International detailed analysis that allow for data driven decisions.
- Coordinate and analyze FMS activities/efforts for PEO Missiles and Space. When required, assist with Technology Releases / Export within DoD agencies. Some agencies will be Program Management Offices, Security Assistance Management Directorate, U.S. Army Security Assistance Command, Deputy Assistant Secretary of the Army for Defense Export Controls, Department of the Army Office of General Council, Office of the Under Secretary of Defense (AT&L) (list not all inclusive).
- Coordinates with senior Security Assistant Enterprise Agencies and the other MILDEPs before site survey certification visits are performed. Conducts on-site, in-depth surveys of facilities in accordance with applicable regulations, procedures and SOP's, documents security deficiencies, violations, observations, and recommendations pertaining to facility perimeter barriers, entry control, security lighting, top guards, clear zones, electronic security, Physical Security Plans, and security response forces.
- Writes detailed reports and provides senior level briefings on findings and certifications. Coordinates and conducts Site Surveys and security inspections, investigations, inquiries, and assistance visits to provide reports and recommendations for corrective actions to the Office of Defense Cooperation (ODC) regarding required deficiency activities.
- Provides written reports and conducts exit briefings with foreign partners regarding the security status of their facilities.
- Supports management of the Foreign Military Sales (FMS) programs which involve continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries. Provides input data or assist in developing information for Army regulations that define the scope of work for physical security matters and EEUM.
- Establishes and maintains liaison with the various DA/DOD (DASA-DE&C, GOLDEN Sentry, Office of the Provost Marshal General (OPMG)) agencies, US Embassies, and Foreign Countries program matters relating to planning, logistics management, and bunker inspection activities of the assigned FMS cases.
Required Skills and Qualifications:
- Bachelors degree from an accredited university/college in relevant field of study, 4 years plus experience.
- Attend and complete the Conventional Physical Security and Crime Prevention Course within 6 months. This is a two-week CONUS in person course. No virtual training is offered.
- Broad knowledge of foreign interests and the development of foreign acquisition program in consonance or conjunction with the U.S. weapon system program.
- Broad knowledge of monetary exchange relative submission of travel vouchers, and international economics.
- Board knowledge in logistics and program management functions.
- Broad knowledge of Co-Production and Third-Party Transfers (TPTs).
- Broad knowledge of AMCOM and other commodity command logistics support programs and activities sufficient to compile data, Points of Contact (POC) and charts for briefing purposes.
- Ability to capture and address the adequacy of existing facilities sufficient to store new End Item Products / Systems / Missiles and identify unplanned but required, logistical support enabling products and services before delivery of FMS systems / equipment.
- Ability to communicate in both oral and written methods to conduct briefings and write detailed reports. Must be able to convey findings (in all forms of communication) to all levels of leadership and Foreign FMS partners.
- Current DoD SECRET clearance required and must be maintained (Must be a US citizen and successfully complete a U.S. government background investigation).
- PMP / Program Management certification will be looked at as favorable.
- Applicants must obtain and maintain a US passport within 30-60 days.
- Support of the day-to-day CONUS based operations for APEO-International, and support additional duties assigned by Government Leads.
