The State Highway Administration's (SHA) District 3 (Montgomery and Prince George's County) is currently recruiting for an Area Engineer (Transportation Engineering Manager II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work: The Area Engineer's main purpose is to perform as a fully proficient Construction Area Engineer representing the District Engineer and Assistant District Engineer-Construction in the administration and management of the highway construction program and personnel in SHA District 3. This position manages and coordinates work assignments for approximately 75-100 Office of Construction, consultant engineers, and engineering technicians. The Area Engineer performs this duty beginning with the project planning phase through the design phase, the construction phase, and finally through project closeout.
The Area Engineer will review and approval of staff's time, leave, and expenses. This position will coach, mentor, and recommend training for staff as well as resolve personnel conflicts between team members and contractors' personnel. Also, they will ensure specification compliance on construction projects and compliance with federally mandated programs and requirements. The Area Engineer will respond to written correspondence with decisions based on Maryland specifications, laws, and regulations as appropriate and participate in various contractual meetings. This position will participate in preliminary investigations and final reviews for upcoming projects. Also, they will investigate and respond to citizen and elected officials' complaints and issues as well as testify as an expert witness on behalf of SHA for construction issues and conduct final inspections for the acceptance of completed projects.

MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.
Selective Qualification: Four (4) years of the required experience must have been in construction contract administration and/or construction project management.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Preferred Qualifications:
The ideal candidate should possess the following certifications:
- Work Zone Traffic Control Certification
- Traffic Control Flagger Certification
- Soils and Aggregate Compaction Technician Certification
- Concrete Field Certification
- HMA Field Certification
- Pavement Marking Certification
- MDE ESC Certification (RPC Card)
- SHA ESC Certification (Yellow Card)
- OSHA 10-Hour Training Certification
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.
3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.
