Position Title: Community Development Portfolio Manager

Business Unit: Commercial Banking

Reports to: Manager Community Development Lending and Investing

Position Overview:
This position is primarily responsible for monitoring asset quality and assisting with the administrative functions of the portfolio of Community Development (CD) qualified loans and investments established to ensure achievement of CD and Community Reinvestment Act (CRA) objectives across the corporation's footprint. Performs underwriting and monitoring for both debt and equity commitments. Corresponds with customers, syndicators, non profit organizations to collect data necessary to support the approval, review and renewal of CD relationships. Participate in training as necessary.

Primary Responsibilities:

Monitors the asset quality and administrative functions of each assigned portfolio relationship of construction loans, community development loans and a CRA qualified investment portfolio. The investment portfolio of LIHTC, HTC, EQ2s and other fund investments.

Analyzes the creditworthiness of borrowers, identifies key credit issues and prepares full written analysis including completion of FOCUS underwriting document and all components except spreads and cash flow schedules according to available information and established policies and procedures accurately and timely.

Performs annual reviews of each relationship and monitors interim financial statements and trends within the industry of the client. Trends in community development lending and investing and affordable housing tax credit and grant programs at the federal, state and local level.

Reviews content and accuracy of spreads and cash flow schedules prepared within credit on assigned relationships. Review and monitor construction draws associated with CRA qualified construction loans and capital calls associated with CRA qualified investments.

Handles daily and monthly administration work of the Relationship Manager and ensures work is done promptly and effectively including managing the credit process on behalf of the Relationship Manager by working closely with the Regional Underwriting Managers.

Ensures sound underwriting principals and guidelines are maintained within the accounts they monitor and that these accounts conform to all reporting and regulatory requirements.

Contacts customers directly as required or at the request of the Manager and identifies additional community development lending and investment opportunities as appropriate. Attends calls with the Relationship Manager when warranted.

Identifies, recommends and implements strategies to best reduce the risk of loss to the company in deteriorating client situations and upon review recommends risk rating changes.

Communicates with the Federal Home Loan Bank as needed to facilitate participation in the Community Development products that the FHLB offers to its member banks, AHP application and funding process.

Participates in meeting with the Corporate Responsibility Team, Treasurer, Tax Officer and Investment Management Committee as directed by the Manager to ensure loan and investment targets are achieved. Develop knowledge and understanding of the tax credit models and build familiarity with and understanding of federal, state and local loan and grant programs.

Performs other related duties and projects as assigned.

Pay Range:

$73,710.00 - $139,178.00
