Position Summary The Sr. Bids & Proposals Manager is primarily responsible for directing development and coordination of bid and proposal responses to U.S. Government and Commercial Solicitations. This position also maintains a combined and integrated program pursuit and proposal response plan, provides information and direction though the Gate Review Processes, ensures bid strategy implementation, resolves internal team issues, and provides process leadership. Position Responsibilities Develops and delivers compliant, compelling, customer-focused proposals.
- Interfaces directly with Executives, Business Development, Program Managers, technical subject matter experts in the Lines of Business, functional staff, and subsidiaries in developing responses to Solicitations.
- Provides the leadership for high-profile proposals, "must win" programs, and large-scale competitive acquisitions.
- Leads and manages the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase
- Supports the development, maintenance, and implementation of proposal processes, including documentation, tools, metrics, and training.
- Manages multiple proposal tasks with sometimes rapid turnaround deadlines.
- Reviews RFIs, ROMs, RFPs, and BAA's carefully and thoroughly to develop a response plan, and provide guidance and leadership for the proposal effort.
- Writes/edits tailored executive summaries, resumes, experience, past performance, and management sections for proposals.
- Facilitates pink, red, and green team reviews, and apply lessons learned to add value to proposals. Manages the implementation of proposal and presentation revisions based on direction from review teams.
- Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed.
- Ensures win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
- Coordinates with cross-functional teams (Capture, Program Management, Engineering, Operations, Business Development, Contracts, Marketing, and Finance) to deliver compliant, professionally produced proposals within customer-defined requirements and timeframes.
- Maintains proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission.
- Creates proposal management plans, proposal kick-off meeting materials, storyboard and writing plans, compliance matrices, proposal outlines, and schedules to guide the team during proposal phases.

Qualified Experience / Skills / Training Education:
- Required: Bachelor's degree from an accredited college or university
- Preferred: MBA or Graduate of Defense Acquisition University
Experience:
- 7+ years of proven successful experience managing, writing, and coordinating Government proposals of high complexity, particularly in the aerospace and defense fields, or other relevant DoD proposal experience or Industry certifications such as APMP
- Experience with DoD, commercial, and international acquisition practices
- Experience managing multiple and shifting priorities while meeting high-quality standards in a fast-paced environment supporting critical business development activities under tight deadlines
- Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)
- Evidence of a successful track record of high quality, high scoring proposals
- Professional training in project management, proposal management, leadership, business, and writing (e.g., APMP, PMP)

- Ability to use standard English writing styles and structures to write proposal sections, including the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive and persuasive final product
- Working knowledge of marketing, editing, graphic design, and other relevant proposal best practices
- Ability to create original content using interview and research techniques.
- Capable of understanding and/or learning a variety of technical concepts
Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):
- Demonstrated strong and effective verbal, written, and interpersonal communication skills required
- Proficiency in English required
- Proficiency in a foreign language(s) are desirable. Specifically, French or German.
Technical Systems Proficiency:
- Experience with CRM/Salesforce
- Advanced proficiency in Microsoft Office Suite and SharePoint

- Must possess or be eligible to obtain US Government SECRET level security clearance
