Responsibilities
Overall Assignment Description: Serves as a subject matter expert and strategic advisor to clients and project teams, providing high-level guidance, facilitation, and leadership across specialized domains such as engineering, technology, policy, planning, analysis, training, communications, business operations, and management. This role ensures quality is embedded throughout the development lifecycle-from design to implementation-by overseeing quality assurance processes and monitoring performance through testing and evaluation activities. Key Responsibilities:
Analyze user needs and software requirements to assess feasibility within defined time and cost constraints.
Recommend and plan system architecture, computer specifications, and peripheral equipment adjustments based on analytical insights. Review and enhance existing software programs to optimize performance and reduce operational overhead. Collaborate with systems analysts, engineers, programmers, and other stakeholders to define system limitations, performance goals, and interface requirements. Gather and evaluate requirements such as reporting formats, cost considerations, and security needs to inform hardware and software configurations. Estimate costs and timelines for software development efforts. Advise clients on system design, integration, and ongoing maintenance strategies. Consult engineering teams on software-hardware interface specifications, performance metrics, and issue resolution. Coordinate with project managers and data processing teams to identify and address system capabilities and limitations. Develop and deliver project documentation, status reports, and technical correspondence. Evaluate design constraints such as cost, reporting needs, and security to determine optimal system configurations.

Required Qualifications:
Education: Bachelor's degree or higher in a relevant field such as Computer Science, Engineering, Remote Sensing, Photogrammetry, Image Science, Data Science, Information Technology, Management Information Systems, Geographic Information Systems (GIS), Geography, or a related equivalent additional expereince of 4 years with no degree or 2 years with a non-STEM degree. Experience:
18+ experience providing strategic guidance and leadership on high-technology programs. Expert-level consulting and facilitation experience in one or more of the following domains:
Experience supporting NGA/NRO joint integration activities Working knowledge of NGA Infrastructure and Program Office (IPO) environment
- Active TS/SCI clearance or the ability to obtain SCI access and successfully complete a polygraph examination.
Desired Qualifications:
Education: Master's degree or higher in Remote Sensing, Photogrammetry, Image Science, Computer Science, Data Science, Engineering, IT, MIS, GIS, Geography, or a related field. Experience & Technical Expertise:
Expert-level experience in the engineering, design, and analysis of IT systems across the full system development lifecycle Experience developing technical standards, documentation, and best practices Deep knowledge of DoD/IC Acquisition processes and PPBES Experience in Remote Sensing, Photogrammetry, or Image Science Working knowledge of Model-Based Systems Engineering (MBSE) tools, languages, and processes Familiarity with Agile software development methodologies
Tool Proficiency:
Experience with:
Project management software (e.g., Microsoft Project, Primavera) Financial tracking systems Customer Relationship Management (CRM) platforms Enterprise Resource Planning (ERP) systems

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
