Job Summary

In this Emergency Communications Systems Specialist role, the incumbent will utilize available technical tools and resources to develop, implement and monitor emergency communication programs, systems, procedures and training to support the Enterprise Emergency Management's response to emergencies such as natural disasters, cyberattacks, or threats to safety, ensuring rapid and coordinated actions to minimize impact and restore normal operations for UCSF. Applies professional knowledge or expertise in communication systems and serves as lead person on the emergency communications program. Work is reviewed upon completion to ensure predetermined objectives are adequately met and that application of professional / technical judgment is sound. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Provides regulatory interpretation and technical advice. Decision-making is based on established procedures; relevant laws; regulations and organizational policy; professional best practices; relevant science methodology; impact on other Enterprise Emergency Management (EEM) programs, and senior management approvals as required. Decisions may impact individual work, other EEM programs, other departments and / or segments of the organization. The Emergency Communications Systems Specialist will participate in the on-call including rotations for 24x7 incident response as part of the Emergency Management On-Call program.

The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. The annual salary range for this position is $100,00-$142,00, based on experience. Department Description

The Department of Enterprise Emergency Management (EEM) coordinates and supports life-saving efforts and the prevention of human suffering before, during, and after disruptions, incidents, or crises across the UCSF Health System and Campus. EEM's work is grounded in the four phases of emergency management -Preparedness, Mitigation, Response, and Recovery-and is fully integrated with Business Continuity efforts. By aligning with national standards and adopting progressive, modern practices, EEM helps UCSF adapt to an ever changing risk environment, safeguarding critical missions in healthcare, research, education, and public service.

Required Qualifications


  • Bachelor's degree preferably in one or more of the following fields: computer science, engineering, computer information systems, data analytics, emergency management, etc. and/or equivalent training/experience.
  • Three or more years of relevant experience.
  • Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.
  • Thorough written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Broad knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.
  • Demonstrated experience dedicated to disaster recovery operations and management.
  • Relevant experience supporting infrastructure and/or software solutions.

Preferred Qualifications


  • Demonstrated ability to apply Information Technology (IT) theories and concepts to manage and provide solutions.
  • Proven track record of managing IT incident response and operations in a complex environment.
  • Demonstrated experience using emergency notifications systems such as Everbridge, Voalte, RAVE, Reddinet, or comparable applications.
  • Demonstrated experience using Alertus, Red Phones, GETS/WPS/TPS, satellite systems, radios, or comparable applications.
  • Experience in complex emergency management environments and/or higher education environments.

License/Certification

Preferred Certifications:

  • Information Technology Infrastructure Library (ITIL).
  • Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM).
  • Certified Business Continuity Professional (CBCP), Disaster Recovery Certified Specialist (DRCS).
  • Project Management Professional (PMP) Certification.
